North Wind Services is actively seeking individuals who can contribute to national security within the science, technology, and engineering fields as part of our supplemental labor team at vital federal research and development installations supporting the Department of Energy. Successful candidates will be employees of NWS, a premier government contractor charged with employing highly-motivated and well-qualified personnel who can advance the missions of the Lawrence Livermore National Laboratory in Livermore, CA. Though employed by NWS, the employee will take day-to-day direction from technical personnel employed directly by the research laboratories. Pay, benefits, Human Resource, and Employment Management functions are provided by NWS.

We have an opening for a Work Planning and Control (WP&C) Maintenance Planning and Scheduling Integration Manager to lead efforts implementing a new maintenance planning and scheduling process. In this role you will develop procedures to ensure cross-organizational alignment in the planning processes and that maintenance work at the Laboratory is properly scoped, that regulatory requirements are properly flowed down into work order packages, and that workers understand the tasks, hazards, and controls for the work they are going to perform. You will ensure the procedures, processes, software tools and training are in place to enable maintenance to occur in an efficient and complaint manner. In this role, you will serve as a member of the management team within the Work Planning and Control Functional Area.

This position may require the employee to have the flexibility to work overtime, shift and/or weekends to accomplish goals. The successful candidate will be required to pass various on-site training modules to pursue work assignments.

Essential Duties

  • Set the strategic direction for integrating the work control-related requirements, processes, and procedures into the institutional maintenance processes; prioritize the requirements and processes based upon Institutional impact and apply project management principles to create and execute projects that implement the strategy.
  • Provide technical leadership to drive institutional changes in existing maintenance, facility management, or technical asset management processes necessary to support effective and efficient implementation of work control.
  • Partner with stakeholder organizations in multiple advisory and working group committees to resolve technical and organization barriers to effect implementation of work control requirements and continuous improvement efforts.
  • Create and chair standing Stakeholder Advisory Groups, Work Groups, and other necessary forums, and serve as the point of contact for WP&C Maintenance related questions, comments, and issue resolution.
  • Advise senior managers on meaningful metrics and performance indicators for maintenance elements of the Institutional WP&C process and develop and deliver briefings regarding the status(es).
  • Lead, manage, and facilitate the periodic update of user guides, supplemental procedures, and other job aides to ensure participants in the Maintenance Planning process develop proficiency.
  • Train and mentor managers at various levels, other SMEs, Points of Contact, and other Laboratory staff members to ensure work control requirements are consistently implemented.
  • Collaborate with the WP&C Office Team in the modification of related institutional requirements, processes, and governance documents.
  • Perform other duties as assigned.

Qualifications

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's degree in mechanical, Electrical, Nuclear or Chemical Engineering, or a related field or the equivalent combination of education and related experience.
  • Significant experience leading and expert knowledge in Maintenance Management, Maintenance Planning & Scheduling, Work Control, Facility Management, Technical Training & Qualification (T&Q), and/or Environmental Health and Safety.
  • Significant experience leading and managing maintenance programs, CMMS system implementation, maintenance work planning and scheduling, work control, and/or facility programs with complex requirements and rigorous oversight, such as those in the nuclear or hazardous facilities.
  • Significant technical leadership experience requiring interactions with senior management and external regulatory organizations.
  • Significant experience leading, developing, and championing creative and innovative solutions to complex issues and problems related to WP&C.
  • Significant experience leading change and mentoring various levels of staff, including technicians, engineers, and managers through a change process.
  • Expert technical, organizational, collaboration, necessary to resolve highly complex issues.
  • Expert verbal and written communication, facilitation, collaboration, and presentation skills required to effectively present, explain and advise senior management and external regulators.

Special Requirements

Anticipated Clearance Level: Q (position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.
