Job Summary
This position provides Project Management expertise to the MPCA’s portfolio of strategic project initiatives for the Commissioner’s Office and senior management team. This position will be the focal point for the Commissioner’s Office, Division Directors, media forums and the agency management teams in strategic and long-range plan project and/or program management. Projects will span multiple divisions, media and program areas and may require alignment with other state agencies, local government entities, non-governmental agencies and community stakeholders and partners.
Qualifications
Minimum Qualifications
Five years of program or project management leadership which demonstrates progressively higher levels of professional experience in program and/or project management to include managing financial and partnership components and/or the development and implementation of cross organization initiatives or strategies.
WITH
Knowledge of natural resources and/or environmental programs.
Accomplished technical and administrative writing skills necessary to organize and effectively present ideas to the intended audience.
Knowledge/Understanding of budgeting and contract processes.
Good computer skills programs (particularly Microsoft Word, Access, Teams, and Excel).
Good presentation skills sufficient to present information in a manner appropriate for the intended audience.
Preferred Qualifications
Knowledge of the agency’s strategic plan and priorities.
Knowledge of social, political, and economic considerations to complete projects successfully. Knowledge of project integration management: project plan development, project plan execution, and integrated change control.
Ability to establish and maintain effective relationships with a variety of interested parties, including state, local and federal agency staff, board members, and elected and appointed officials.
Analytical skills sufficient to evaluate, interpret and develop sound recommendations for programmatic issues and product deliverables and achieve project objectives.
Ability to present, discuss, and explain controversial matters in a clear and professional manner.
Ability to manage disputes, compliance and confidential matters when required.
Physical Requirements
Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small office equipment.

Driver’s License:
A driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory DLR check.
Requires a Class D Driver's License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
