Job description
We are seeking to hire a Government Contract Proposal Writer to be responsible for planning, organizing, writing, examining, and revising government proposals. As the Proposal Writer, you will be expected to create a comprehensive response to the RFP that is compliant and compelling, written in a single voice, containing sections that have consistent style, grammar, and syntax across all volumes of the proposal. This would be an ideal opportunity for someone who is passionate about creating proposal materials and has had experience working in the federal space.

Required Qualifications:
  • Bachelor's Degree in Business, Marketing, Finance, Contract Management or related field
  • Minimum of 5 years of experience is required with relevant experience in Proposal Writing/Business Development with US Federal Government contracting
  • Preferred experience with Law Enforcement Suppor Services proposals
  • Must have extensive understanding of the business environment in the federal marketplace and be able to analyze complex Government solicitation documents, including and not limited to, Request for Information (RFIs), Request for Proposals (RFPs), and Requests for Quotes (RFQs); working knowledge of FAR/DFAR and GSA Schedules
  • Experience negotiating and working with Non-Disclosure, Teaming & Sub-contracting Agreements or Proposals
  • Expertise in the use of Microsoft Office Suite (Outlook, Word, Excel, PowerPoint and SharePoint)
  • Demonstrated ability to aggregate, analyze and present data gathered from multiple sources
  • Demonstrated ability to communicate clearly, both orally and in writing, and produce high quality written products such as memoranda, presentations and correspondence
  • Must be able to work autonomously as well as collaboratively, managing multiple deadlines in a fast-paced, often changing environment; while demonstrating direct attention to detail
Scheduling Details:
  • Monday - Friday (8am-5pm)
Duties include, but are not limited to the following:
  • Promote the corporate image by representing the firm internally and externally. Responsibilities include full proposal management process. Must possess excellent interpersonal skills and possess the ability to work well with all levels of internal management, colleagues, as well as external clients and vendors; sensitivity to confidential matters is also required. Specific duties of this position include, but are not limited to the following:
  • Develop compelling content for both commercial and federal opportunities for Request for Proposals (RFP) Request for Information (RFI) analysis and Proposal Submission efforts
  • Research and write clear, concise, and informative content on technical responses; participate in pricing the solution/service
  • Structure & write content on proposals, including Task Orders and IDIQ opportunities develop bid and proposal strategies designed to enhance the bid position and to increase win probabilities
  • Maintain content quality by implementing templates and following proposal-writing standards including readability and consistency; maintain proposal repository
  • Data mine and perform market research on relevant federal opportunities; ensure a robust pipeline of opportunities.
  • Contribute to and continuously revise proposal content repository database
  • Occasionally serve as a Business Analyst on federal projects with clients and arrange meetings
  • Provide research analysis in support of new client targets, competitors, and potential teaming partners
  • Provide compliance breakdown of RFP/RFI/RFQ of PWS/SOW requirements to identify strengths and weaknesses in corporate experience; update and provide insight to continuous process improvements
  • Manage, track, communicate, coordinate opportunities (potential, current and approved future) as they pass through the various stages and provide technical and institutional input to opportunities in review
  • Prepare matrices, templates, and work products in accordance with win strategies, themes and RFP instructions
  • Prepare annotated outlines, section mockups, and section specifications to support the proposal strategy
  • Develop proposal graphics that illustrate technical and management concepts and convey key proposal messaging
  • Ensure that all information is consistent with company brand, value proposition, business objectives and style standards
  • Assist in producing, binding, packaging and shipping all customer documents
  • Control and monitor production of proposals, ensuring that high quality, professional products are created and delivered on time
  • Develop materials and facilitate lessons learned discussions post submission and post award; other duties as assigned
  • Designing and creating compliant content and competitive responses to RFPs, as well as; Sources Sought Notices (SSNs), Requests for Information (RFIs), Requests for Task Order Proposals (RTOPs), etc.
  • Writing and delivering proposal content (i.e., Executive Summary, Technical and Management Approach, Past Performance Descriptions).
  • Develop Storyboards, first draft, and maturing text in line with scheduled reviews and as well as the development of Past Performance submissions.
  • Interview Subject Matter Experts (SMEs) and revising and rewriting draft materials provided by technical and functional resources.
  • Copyediting proposal content, including reviewing for compliance, accuracy, and completeness.
