Job description
This is an investigative and enforcement position. The incumbent is responsible for interpreting, investigating, and enforcing Louisiana Public Service Commission (LPSC) rules and regulations and applicable State and Federal laws governing public utilities (gas, water, electric, sewage, telecommunications) and the motor carrier transportation industry. Incumbent is responsible for the LPSC District 3 territory encompassing 10 parishes: Ascension, Assumption, East Baton Rouge, Iberville, Jefferson, Orleans, St. Charles, St James, St John the Baptist, and West Baton Rouge. Incumbent travels the multi-parish area meeting with consumers, parish officials, and utility personnel located in towns and cities within the District. The incumbent is required to have knowledge of all functions of the LA Public Service Commission.

UTILITIES:
Under supervision, investigates customer complaints involving regulated utility services including gas, water, electric, sewerage, telecommunication, commercial mobile radio, and pay phone providers.
Under supervision, inspects public utility facilities and services regulated by the Commission.
Operates monitoring equipment and/or witnesses their operation in order to test water and gas pressure, meter accuracy, water quality, and electrical usage of various utility companies.
Assists co-workers on special assignments and projects involving public utilities regulated by the Public Service Commission.
Establishes and maintains good working relationships with consumers, officials of utility companies, other agency officials, and the general public.
Visits utility customers in their homes to discuss complaints reported by the customer.
Works under supervision with customer and utility companies until an agreement can be reached to resolve complaints.
Attends training programs for familiarization with rules, regulations and laws governing the regulation of public utilities.
Prepares written reports on investigations and submits findings and recommendations to supervisor.
MOTOR CARRIER:
Under supervision, patrols assigned area to detect illegal for-hire transportation being performed, stops suspected violators, checks for appropriate license and certification, checks for bills of lading to determine if commodity is exempt, regulated, or private, inspects vehicles and contents being transported and compares against the bills of lading, and inspects invoices or other evidence for ownership or of transportation for compensation.
Inspects motor carriers at weigh scales and determines if carriers are in compliance with laws, rules, and regulations governing the transportation industry under close supervision.
Under general supervision, prepares citations by issuance of violation tickets with proper legal references.
Advises drivers of their rights, and in cases of possible violations, checks with central office to check the carriers records.
Holds violators in custody while appearance bond and fees are being posted.
Impounds books, papers, bills of lading, waybills and invoices which would indicate that the transportation performed is in violation of the law and regulations of the Commission.
Inspects interstate vehicles for registration and for uniform cab cards for FHWA/ICC carriers or private and exempt carriers.
Conducts road checks and/or investigations in conjunction with the Federal Highway Administration, State Police and other law enforcement agencies.
Under close supervision, investigates motor carriers to ensure that they are operating within the scope of authority, extracts sample bills to verify that the carrier is charging rates contained in appropriate tariffs, and investigates to further ensure that all vehicles have been properly registered.
Testifies in court or before the Public Service Commission Hearing(s) on violation citations and/or investigations conducted.
Prepares reports on violations issued and sends to administrative officer along with monies collected.
Under close supervision, operates PSC satellite office at the Louisiana Truck Center. Processes applications for registration under the Single State Registration Program. Collects single state fees, balances and prepares deposits of fees collected daily.
