This job announcement is for one position which will combine coordination and oversight of two distinct but related programs within the agency: Emergency Planning and MRC/Volunteer Management. An explanation and approximate FTEs for each program are included in this announcement.

The Public Health Emergency Planner is responsible for the planning, organization, and administration of emergency preparedness activities for the agency and within the county, region, and St. Louis metro area. This position works in close collaboration with other agency staff, county and city offices, medical providers, first responder agencies, regional partners, and state authorities. Preparedness activities may include pre-emergency planning, emergency response activities, and post-emergency activities including recovery. In coordination with the Administrative Staff, the Emergency Planner is responsible for the development and maintenance of agency emergency and continuity of operations plans.

The MRC/Volunteer Manager assists the Medical Reserve Corps (MRC) unit coordinator(s) with grant deliverables.

This individual will be responsible for the management of several contracts and funding streams, and may supervise other staff. This position has a high degree of accountability.

Essential Functions/Responsibilities

Program-Specific Duties

Public Health Emergency Planner

  • Develops and writes public health emergency preparedness and response plans in accordance with state and national guidelines; evaluates and updates existing plans as needed
  • Develops, in collaboration with other Region C Response Planners, DHSS, and SEMA, a Region C public health emergency preparedness and response plan based on required components to assure consistency and coordination of public health emergency planning throughout the state of Missouri and to assure consistency/coordination with state and federal plans
  • Ensures emergency and response plans are aligned with those of other applicable agencies
  • Implements public health emergency preparedness and response plans as necessary and ensures coordination with city and county emergency management and other identified leaders
  • Acts within the Incident Command System as plans dictate in the event of a public health emergency
  • Ensures agency emergency response and continuity of operations plans are up-to-date; provides technical assistance and advice on roles and responsibilities to department staff during emergency response
  • Attends meetings with key stakeholders and planning partners as necessary to promote preparedness efforts; assists partners with plan development; willingness to travel up to 25% within the region may be required
  • Provides presentations to commissions, committees, and community groups as required
  • Develops annual grant and contract budgets and work plans; prepares and submits reports including financial reports as required
  • Writes applications in response to emergency planning grant opportunities and requests for proposals
  • Monitors program budgets and ensures compliance with grants and contracts
  • Ensures contract and grant deliverables are met
  • Provides recommendations to DHSS, SEMA, local agency administrators, and governing boards to improve emergency response planning and preparedness
  • Represents the public health emergency response effort and/or holds the public health chair at local, state, and federal regulatory, advisory, and governing bodies and attends meetings of those agencies
  • Coordinates, participates in and/or administers trainings provided by DHSS, SEMA, and others as directed
  • Coordinates and conducts tabletop exercises, simulated full-scale exercises, and/or drills in conjunction with community and public health partners to test emergency preparedness and response plans and demonstrate proficiency according to state and national guidelines.
  • Prepares evaluation reports and debriefings following preparedness exercises
  • Uses evidence-based decision making; conducts evaluation and analysis of local emergency response preparedness; reviews and translates current body of research and guidance on emergency preparedness into practice
  • Updates and maintains contact information and resource listings for individuals, equipment, and supplies needed for emergency operations
  • Performs periodic tests of emergency operations equipment and systems as required
  • Collaborates and assists with Disaster Epidemiology and Response

MRC/Volunteer Manager

  • Recruit volunteers, assist with hosting orientation sessions and help onboard the recruited volunteers
  • Develop, promote, and implement MRC events and activities
  • Manage volunteers and volunteer retention
  • Develop a strategy to provide public outreach and inform public of MRC events and activities
  • Participates in the preparation of grant applications, research reports, and other documents as required

General Duties

  • Supervises programmatic activities of staff members and provides guidance and feedback as needed
  • Prepares for and participates in regular meetings with staff and others as required
  • Collaborates in the development of and contributes to individual, team, and agency quality improvement and evaluation activities
  • Adheres to agency policies and guidelines
  • Helps ensure compliance with applicable regulations
  • Identifies partnership and funding opportunities; promotes relationship building with other organizations, agencies, or individuals
  • Provides support for and/or participates in agency community outreach activities, as directed
  • Protects and safeguards confidential agency and client information; exercises sound judgment and caution in communication and transmission of information
  • All employees of the agency are considered emergency responders and may be expected to respond in the event of a public health threat or emergency; this may include, but is not limited to, requirements to work altered shifts, alternate working locations; performance of duties other than the daily routine
  • Other duties as required/assigned

Minimum and Preferred Qualifications

  • Bachelor’s degree from an accredited four-year college or university with specialization in public health, nursing, health care administration, biological, physical or environmental science, epidemiology, personnel or business administration AND at least two years professional experience in public health or emergency management, of which at least one year must have been in an administrative or supervisory capacity; OR Master’s degree from an accredited college or university with specialization in the aforementioned subjects; degrees in other relevant fields may be accepted, however, preference will be given to candidates with prior professional experience, training, or certification in public health or emergency management
  • Strong understanding of core public health functions, competencies, and essential services
  • Prior supervisory, management, or leadership experience
  • Advanced knowledge of the principles and practice of public and environmental health, preparedness planning, epidemiology, communicable disease control, immunization, emergency management, data management, and statistics; working knowledge of bacteriology, microbiology, chemistry and physics
  • Working knowledge of laws, regulations and policies relating to public health powers and duties, local government organizations, healthcare systems and community resources and their functions as related to public health preparedness and response, disease reporting and surveillance
  • Working knowledge of systems development and management as it applies to regional, state and federal emergency preparedness
  • Excellent documentation and records maintenance skills
  • Basic to advanced understanding of grants, contracts, and budgets
  • Demonstrated success in developing, evaluating, and operationalizing program models
  • Strong project management skills
  • Outstanding verbal and written communication skills, to include risk and hazard communication, report writing, technical and expository documents, group presentations and media contact
  • Proven leadership skills, preferably in coalition building and interdisciplinary/interagency ventures
  • Demonstrated ability to work with diverse groups on complex issues
  • Demonstrated personal demeanor and composure to build confidence and consensus under stress or pressure
  • Demonstrated ability to work independently and/or with limited supervision
  • Technological aptitude and proficiency, in domains such as communications networks and badging systems
  • Proficiency with computer software and applications, including Microsoft Office, data management and analysis software, GIS, internet applications, and social media
  • Previous work or training in the National Incident Management System a plus
  • Personal qualities of integrity, credibility, and a commitment to the agency’s mission
  • Willingness to engage in personal development, continuous learning, and ongoing training
  • Must be able to attend job-related events and meetings
  • Physical environment is mostly indoor office setting with occasional travel to meetings and presentations; occasional lifting or moving of heavy (50+ pounds) objects
  • Valid Missouri Driver’s license
