Salary Range: $52,875 – $92,531 Salary Grade: NC16
THIS POSITION HAS BEEN APPROVED TO RECEIVE A $1,000 SIGN ON BONUS. Eligible applicants will receive a lump sum payment of $1,000 upon completion of onboarding. Before receiving this retention bonus, the hired applicant must agree to repay the bonus on a pro-rated basis should he/she not have a performance rating of at least Meets Expectations or separates employment with NCDOT within 12 months of the hire date.
The Environmental Analysis Unit supports development of sustainable transportation infrastructure that minimizes impacts on the human and natural environment. The Public Involvement, Community Studies & Visualization (PICSViz) Group of the Environmental Analysis Unit is looking for a Public Involvement Officer.
In this role you will:
holding public hearings and providing public outreach resources and assistance to the Project Management Unit, Design-Build Unit, the Turnpike Authority, the Rail Division, the fourteen Highway Divisions, and other units within the Department.- assists and advises most segments of the Department of Transportation’s organization in their accumulation and use of public input in the development, design and construction of projects.
- plan and conduct public outreach for legislative actions that require procedural changes by the Department.
- prepare and/or review of handouts, newsletters, display boards, and slide shows to be presented to the public.
- develop and maintain the ability to describe project maps and to explain project needs, history, design, and right of way details to the public affected by projects.
Applicants must submit an application that clearly reflects work experience that demonstrates the following:
Knowledge of public engagement techniques, methods, theories and Federal and State requirements for the environmental process- Knowledge of public outreach/public involvement
- Experience communicating technical information in writing to a varied audience.
- Knowledge and understanding of the NEPA and SEPA process.
- Experience communicating technical information clearly and concisely to large groups.
Candidates with strong communication skills; public speaking skills/experience; NEPA and SEPA knowledge/experience; meeting facilitation skills/experience
Bachelor s degree in an applicable field of engineering from an appropriately accredited institution; or an equivalent combination of education and experience. Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
