The City of La Mesa is seeking a Public Works Maintenance Supervisor in the Streets Division to supervise, assign, review, and participate in the work of staff responsible for performing a variety of semi-skilled and skilled duties involved in the maintenance, preventative maintenance and repair of City streets, sidewalks, curbs, gutters and signs; the installation and maintenance of traffic safety and control systems; to ensure work quality and adherence to established policies and procedures; and to perform the more technical and complex tasks relative to assigned area of responsibility.
THE IDEAL CANDIDATE:
The ideal Public Works Maintenance Supervisor (Streets) will possess the following:
- Four years of increasingly responsible and recent experience in the maintenance and repair of public works systems including streets, signs, sidewalks, curbs, gutters, and traffic safety and control systems.
- One year of administrative, lead or supervisory experience
- Experience and skills with public contact, customer service, and good verbal communications
- Experience in participating in the selection of public works maintenance staff, writing performance evaluations, working with employees to correct any deficiencies, and implementing disciplinary procedures.
- Ability to multi-task
- Experience and ability to be a hands-on supervisor
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
- Plan, prioritize, assign, supervise, review, and participate in the work of staff responsible for performing a variety of semi-skilled and skilled duties involved in the maintenance, preventative maintenance and repair of City streets, sidewalks, curbs, gutters, and signs, and the installation and maintenance of traffic safety and control systems.
- Establish schedules and methods for providing public works systems maintenance and repair services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
- Participate in the development of policies and procedures; monitor work activities to ensure compliance with established policies and procedures; make recommendations for changes and improvements to existing standards and procedures.
- Participate in the selection of public works maintenance staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
- Participate in the preparation and administration of the assigned public works program budget; submit budget recommendations; monitor expenditures.
- Inspect streets, sidewalks, curbs, gutters, drainage, sewer, and related systems and facilities for needed maintenance and repairs.
- Monitor work sites and ensure adherence to safe work practices and procedures; respond to and resolve complex work related or equipment operating problems.
- Oversee contractors working for the City involved in street sweeping and other public works maintenance contract services; ensure compliance with specifications and standards.
- Inspect work in progress and upon completion to ensure that repairs, maintenance, and project activities are in accordance with City regulations, policies, and operating procedures and practices.
- Prepare cost estimates for maintenance and repair activities; requisition necessary supplies and materials.
- Investigate complaints and recommend corrective action as necessary to resolve complaints.
- Provide staff assistance to the Assistant Director of Public Works; participate on a variety of committees; prepare and present staff reports and other correspondence as appropriate and necessary.
- Coordinate assigned maintenance activities with those of other divisions and outside agencies and organizations.
- Maintain time, materials, and equipment use records.
- Attend and participate in professional group meetings; stay abreast of new trends and innovations in assigned maintenance field.
- Respond to a variety of public works emergencies on an assigned stand-by shift; assess nature of problem and determine needed action; call in needed workers to perform repairs.
- Perform related duties and responsibilities as required.
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education/Training:
Equivalent to the completion of the twelfth grade supplemented by college level course work or specialized training in public works construction and maintenance or related field.
Experience:
Four years of increasingly responsible and recent experience in the maintenance and repair of public works systems, including one year of administrative or supervisory experience.
License or Certificate:
Possession of an appropriate, valid driver’s license.

Special Requirements:
This position requires you to serve on a seven-day, 24-hour stand-by duty on a rotational basis. While serving in this capacity, you will be required to remain within cell phone contact and respond to emergency call-backs, as necessary.
