DESCRIPTION:
The Purchasing Manager supervises the purchasing functions and workflow processes for Phoenix. This position is responsible for the selection of vendor sources and contracts and maintaining Purchasing Department policies and procedures. This position is temporary and it is located in Bayou Vista, Louisiana and reports to the Controller.
CLASSIFICATION: EXEMPT (SALARIED)
DUTIES AND RESPONSIBILITIES:
- Oversee the acquisition process from ordering, to expediting, to receiving, and recording.
- Analyze service operations and develops short term and long-range plans to integrate systems with the accounting systems.
- Organize purchasing activities with operations, engineering, shop personnel and administration.
- Select vendor sources and scrutinizes vendor bids & proposals.
- Evaluate the workflow within and between departments and resolves problem areas.
- Recommend procedural improvement to increase operation efficiency and streamline processes.
- Implement new software systems as it relates to purchasing, procedures and services.
- Direct and meet with the staff to set priorities, discuss issues and implement new procedures. Manage staff interactions.
- Inform senior managers of any issues, problems, or potential problems that could affect the company’s ability to complete/perform a contract.
JOB REQUIREMENTS:
- Significant supervisory experience.
- Demonstrated knowledge of purchasing principles and practices, methods and procedures used in a competitive procurement environment; including value, cost and price analysis, and technical evaluation.
- Demonstrated knowledge of Federal Acquisition Regulations (FAR).
- Knowledge and understanding of Sole Source/Single Source Justifications and related issues and requirements.
- Computer skills with competence in Microsoft Office Suite. Experience with Dynamics Accounting Software a plus.
- Excellent organizational, interpersonal, and communication (written and verbal) skills.
- Ability to meet critical deadlines and manage multiple priorities in a fast-paced environment.
- Leadership skills, including performance management, team building, and individual motivation.
- Initiative and persuasion. Independent good judgment, tact and sensitivity in performing job responsibilities and resolving conflicts.
- Ability to pass a pre-employment drug/alcohol screen and physical, as required.
