Under general supervision from the Recreation Manager; develops, implements, and supervises a variety of recreation and community service programs, activities and operations.

Examples of Duties

ESSENTIAL FUNCTIONS

The following duties are typical for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to demonstrate competence and satisfactory performance of these duties. Other duties may be required and assigned.

  • Assists Recreation Manager in planning, organizing, developing, scheduling, and evaluating recreation, outdoor adventure, wellness and athletic programs.
  • Schedule athletic facilities and supervise condition of facilities.
  • Recruit, interview, select officials, volunteers, contractors, and vendors for events and programs.
  • Hire, train, evaluate and supervise part time and seasonal staff. With the assistance of the Recreation Manager, initiate staff operational and discipline procedures.
  • Assist with preparing and monitoring of special event and program contracts and agreements.
  • Coordinates the various activities of fitness, recreation and wellness programs including, but not limited to group fitness programs.
  • Develop marketing campaigns to promote a healthy lifestyle or participation in fitness and wellness programs.
  • Create and distribute marketing materials; develop and distribute email blasts; assist with division and program related websites and social media platforms.
  • Recommend or approve new program or service offerings to promote wellness and fitness, produce revenues, or minimize costs.
  • Organize and oversee fitness or wellness events or programs, such as information presentations, blood drives, cardiopulmonary resuscitation (CPR) or first aid training, or organized runs or walks.
  • Maintain inventory of supplies and equipment, distribute supplies and equipment, assist with ordering supplies and equipment for recreation, wellness, and athletic programs.
  • Assist with public relation duties such as preparing and distributing flyers, press releases, brochures, radio/television promotions.
  • Assist the Recreation Manager with preparing and administering program and facility budgets as appropriate; monitor expenditures in accordance with established procedures.
  • Provide clerical support, program registration, answer telephones and maintain correspondence with other divisions and agencies.
  • Performs community outreach related to community events and activities. Presents program information at a variety of meetings and public speaking opportunities.
  • Responds to inquiries from the public in a timely manner.
  • Resolve customer satisfaction issues; review and suggest requests for refunds.
  • Prepares a variety of written correspondence, reports, procedures and other materials.
  • Maintains accurate records and files related to the city’s sports, recreational classes, special events, education, and/or social programs and activities.
  • Attends meetings, conferences, workshops, and training sessions to become and remain current on principles, practices, and new developments in assigned work areas.
  • Assists the general public with program enrollment by signing participants up for activities, receipting money, depositing money, and performing related registration procedures.
  • Assist with daily/weekly/monthly financial deposits and reports.
  • Identifies opportunities for improving programs and service delivery.
  • Performs related duties, as required.

KNOWLEDGE SKILLS AND ABILITIES

  • Knowledge of the City’s and Department’s operating requirements, policies, procedures, and practices; and local, state, and federal regulations related to department programs and operations.
  • Knowledge of principles and practices of budgeting, fiscal management, project management principles and techniques.
  • Ability to effectively utilize the principles of strategic and long and short-range planning.
  • Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives and recommending methods, procedures and techniques for resolution of issues.
  • Ability to research and analyze detailed information and make appropriate recommendations.
  • Ability to develop department goals and objectives.
  • Ability to plan, develop, implement, and evaluate projects and programs.
  • Ability to develop, interpret and implement regulations, policies, procedures, written instructions, general correspondence, and other department specific documents.
  • Ability to prepare, recommend and monitor an operating budget, including line-item budgeting.
  • Knowledge of administrative policies and procedures of the City.
  • Ability to establish and maintain accurate records of assigned activities and operations.
  • Ability to interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, and local regulations.
  • Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
  • Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.
  • Ability to think quickly, maintain self-control, and adapt to stressful situations.
  • Knowledge of current office practices and procedures and knowledge of the operation of standard office equipment and software.
  • Knowledge of computer software including word processing, spreadsheet and database applications consistent for this position.
  • Ability to perform mathematical calculations required of this position.
  • Ability to communicate clearly, concisely and effectively in English in both written and verbal form.
  • Skill in researching and understanding complex written materials.
  • Ability to prepare and maintain accurate and concise records and reports.
  • Ability to apply sound judgment and discretion in performing duties, resolving problems and interpreting policies and regulations.
  • Ability to communicate detailed and often sensitive information effectively and concisely, both orally and in writing.
  • Ability to handle sensitive interpersonal situations calmly and tactfully.
  • Ability to maintain professionalism at all times.
  • Ability to maintain effective working relationships with individuals within and outside the organization.
  • Ability to maintain confidentiality and discretion regarding business-related files, reports and conversations, within the provision of Freedom of Information Act and other applicable State and Federal statutes and regulations.
  • Ability to work the allocated hours of the position and respond after hours as needed.
  • Interacting with employees, children, citizens and the general public.
  • Lead the work activities of hourly and contractual personnel.
  • Use of personal computers, various related software programs, and standard office equipment to produce documents and files, email, use of internet software and computer programs used by the City including Office Word, Publisher, Excel
  • Oral and written communication skills to understand written information (including instructions, descriptions and ideas), and to express such information verbally and in writing so that others will understand.

Typical Qualifications

MINIMUM REQUIRED QUALIFICATIONS

  • Must have high school diploma/GED.
  • Must have a valid driver’s license.
  • Must have a driving record sufficient for coverage by the City’s auto liability carrier.

PREFERRED QUALIFICATIONS

  • Bachelor’s degree in Recreation or related field preferred but not required.
