Job Summary

Serve as the lead PSE&G liaison for Gas Delivery with the N.J. Board of Public Utilities (BPU) Bureau of Pipeline Safety (BPS), the BPU’s Division of Reliability and Security at the Director level, and the BPU’s oversight and governance of the Underground Facility Protection Act and New Jersey One Call promoting Damage Prevention and Public Awareness. Represent the Company at the State, Regional, and National level on steering committees, working groups, public associations, and rule making bodies to influence the course of future State and Federal Policies and Regulations toward favorable outcomes. Stay abreast of and review Federal and State registers for notices of proposed rule making impacting Gas Delivery’s operations. Develop and administer plans for maintaining State and Federal Regulatory Compliance of PSE&G’s Gas Delivery business. Provide timely notification and follow-up reports to the BPU’s Bureau of Pipeline Safety (BPS) and the Federal Office of Pipeline Safety (OPS) of major gas incidents including the assembling of all data and timelines. Investigate and prepare reports or responses to the BPU for Notices of Probable Violation or Non-Compliance with Company or Regulatory Standards. Investigate and formulate strategies for counter offers of settlement; and negotiate solutions to notices of probable violation or non-compliance. Provide timely and accurate responses to BPU / BPS inquiries or requests for information. Provide support to Engineering groups, field operating organizations, Legal, Claims, and Regional Public Affairs as required on regulatory compliance. Represent the Company position in matters of compliance and at meetings with regulatory officials. Review and communicate regulatory agency inspection schedules and coordinate follow-up reporting. Maintain all records and files of regulatory activities and mandated programs, and issue quarterly reports to the BPU on mandated program compliance. Own and maintain PSE&G’s Gas Delivery Emergency Procedures Manual. Conduct annual training and operating drills to ensure operational readiness and regulatory compliance. Maintain external liaison with State, County, and Municipal agencies (OEM’s) and emergency responders. Serve as consultant to senior management and corporate communications on matters of significant operational impact from the regulatory perspective.

Job Responsibilities

  • Provide direct assistance in the management of Gas Delivery’s Centralized Regulatory Group of Supervisory and Bargaining Unit Associates performing Mark Outs, Construction Inspections, Surveys and Inspections, and Distribution Pressure Control functions. Fills in for the Manager – Process Operations & Resources as required.

Job Specific Qualifications

Required
Broad knowledge of gas transmission and distribution system construction, operation, maintenance, and control. Strong working knowledge of Company Standards and Procedures, applicable Federal /State Regulations and Codes governing the Natural Gas Industry, and knowledge of the Regulatory Process. Requires a strong customer focus and perspective; along with the ability to interact and communicate effectively with associates at all levels of the organization from bargaining unit to senior management. Good management and technical skills with experience in gas operations, process management, gas construction, appliance service, business analysis and work planning competencies.
Position requires a high level of initiative and the ability to work independently. The individual must possess excellent teamwork and interpersonal skills; and strong oral and written communication skills. The individual must have a demonstrated ability to achieve results, build partnerships, and the ability to negotiate mutually agreeable solutions while establishing a high level of trust and integrity with both internal and external constituents and the Regulatory Community at large. Must champion change, learn continuously, apply business know how, have a high level of self confidence and be persuasive.

Desired
College Degree in Engineering, Business, or equivalent demonstrated experience. Experience dealing with Public Officials and the Regulatory Process.
