Duties
MAJOR DUTIES AND RESPONSIBLITIES:
- The Incumbent will perform initial facility screening related duties by asking agency approved Pre-Screening questions regarding COVID-19, conduct a No Touch Thermometer check, and follow directions provided per standard operating procedures and directives. The incumbent must always wear a face mask and safety vest when performing assigned duties. The incumbent will verify access and ensure individuals that can proceed into the main building are issued a pass and provided a face mask, unless the individual(s) are already wearing or in possession of one.
- Incumbent will maintain accurate radio/alarm and incident logs at assigned duty location to include dates, observations times, and results of communications and activities to identify, enhance and improve physical security of the facility.
- Provides pedestrian and vehicle traffic control at designated locations of the Beckley VAMC or specified CBOCs identified above in addition to monitoring facility access control and directing 2 where to gain access if necessary. The Incumbent maintains situational awareness while monitoring and controlling ingress/egress to VA property ensuring people accessing the facility have a genuine need to do so by verifying appointments or employment.
- When conducting screening duties and a medical emergency is observed, a screener will contact the VA Police Communication Center and request appropriate medical assistance.
- Directs and controls pedestrian and vehicle traffic flow, during peak periods of congestion to avoid traffic back-ups and to maintain safety of vehicles and pedestrians. Requests VA Police assistance when necessary if traffic back-up has potential to interfere with public roadways.
- Provide pedestrian and vehicle traffic control in a manner to ensure the traffic is being directed in a safe manner. The incumbent when conducting traffic control will be required to wear a face mask and would be required to wear a reflective safety vest.
- May perform duties by operating a golf cart or Government approved vehicle by escorting a person to the Admissions and/or Emergency Department for care.
- Incumbent provides quality customer service to the public and others. The incumbent will present a professional telephone and radio presence and offer a cooperative demeanor to all s/he is in contact with. This includes contacts with supervisors, co-workers and other employees. Keep conversations with visitors to the facility cordial and brief. Incumbent shall not allow personal conversations or activity interrupt screening or traffic control duties. Incumbent uses customer service skills in providing directions, handing out maps, and/or agency approved flyers.
- Uses and responds to radio communications as necessary.
- Incumbent will have access to VA computer systems for the purpose of checking e-mails, conduct on-line training, and other taskings associated to their job. The incumbent is responsible for the safeguarding and security of that information.
- The incumbent will be required to rotate shifts, assignments and days off. During emergencies or unusual situations, the incumbent is required to respond to or remain at the Medical Center upon request of the supervisor. Incumbent could be assigned to work any of the established tours of duty and is subject to work periodically out of their ordinary scheduled tour of duty to fill in for those individuals whose tour is not covered.
- At the direction of the Chief of Police, may be required to secure the gates of the facility during an emergency. Performs other related duties as assigned.
NOTE: This is a TERM appointment (not-to-exceed 13 months). Term appointments are non-status, nonpermanent appointments of limited duration (more than 1 year but not more than 4). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the 4 year maximum). The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment.

Physical Requirements: Work requires physical exertion such as long periods of standing, walking, bending and similar activities and occasional lifting and carrying of objects of 25 pounds or less such as temporary traffic signs and traffic cones. Callback and emergency posts are frequently required. Additionally, callback and emergency posts may be required during periods of increased National Threat Levels or other local incidents.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
GS-03 grade level:General Experience: You must have 6 months of general experience in the normal line of progression (GS-2) for the occupation in the organization. General experience is progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.
OR
Applicants may substitute education for the experience required for the GS-03 level.
Education: One year of education above high school. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.
OR
Applicants may also combine education and experience to qualify at the GS-03 level.
Combination: An equivalent combination of education and general experience to meet the full qualification requirement (i.e., three months of general experience and six months of education above high school level).
To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-XX. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
