The Business Application Specialist II is the senior applications specialist for Virginia Beach Housing and Neighborhood Preservation. The primary goals for the position are to serve as the department's technical lead over business application processes; to liaise with Information Technology (IT) and/or vendors to resolve software and/or hardware issues; to assess the department's strategic technology needs and opportunities for growth; to research the capability of new vendor systems and new releases of current systems; and to work closely with and coordinate department activities with IT during system installations, deployments, and other related processes.

This position is responsible for managing the department's current and future business application systems including Accela Automation, Accela Mobile Application, the Certificate of Compliance Inspection Process, the Housing Rehabilitation Database, Housing Pro (HAPPY Software), and the Housing Locator Application. The position will assist the department staff in the assessment, documentation, training, and user support for government information databases and related processes. The position will serve as the lead in identifying business needs and process improvements, analyzing and documenting business operations, conducting studies, and researching effective methods to streamline work processes.

Other duties include: ensuring the benefits of information technology are leveraged to maximize the productivity of staff and service delivery; evaluating performance and making recommendations for increased efficiency; evaluating new technology for compliance with organizational standards and department applicability and enhanced effectiveness; representing the department in new system implementation; organize and direct departmental system user groups; identify and test system enhancements; establish priorities for system-related projects; and interact with City management and/or vendors on departmental system-related issues and scheduling priorities; coordinate and oversee department inventory of hardware and software; configure and deploy mobile hardware used by field staff; manage GIS services for the department; stay abreast of technology changes; develop/modify departmental general policies and guidelines for technology requests and processes; and conduct meetings or make presentations to communicate information as requested or needed.

This position will have significant involvement with Accela Automation and should have knowledge and experience working in Accela Automation or similar workflow and task management application, including Java scripting; experience extracting data from SQL Service databases and other automated business application programs; ability to create and update custom reports (ad hoc and/or SQL); experience training others in new software, hardware, database, and web-based applications and developing technical and/or non-technical documents training materials/manuals; experience analyzing/streamlining work processes/procedures for automation; experience testing software implementations, deployments and upgrades; experience leading or participating on technology project teams; experience managing logistics of tracking devices, licenses, equipment; ability to work with minimal supervision and function under pressure; and experience providing customer support and performing basic level hardware troubleshooting.

Minimum Requirements:

MINIMUMS: Any combination of education (above high school), training, and/or experience equivalent to six (6) years in a field related to automated business operations in a network or server-based environment for the agency where the IT services are being used, utilizing the required knowledge, skills, and abilities. SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.
