Job Duties:
The City of Virginia Beach Department of Human Services is seeking a talented candidate who has experience working with infants and toddlers with developmental delays and experience implementing Part C services for our Infant Program in our Developmental Services division.
Duties:
- Working with Part C consumers (infants and toddlers, birth to three with developmental delays) receiving services from a variety of community agencies.
- Carry a caseload of children that have been found eligible for developmental services under Part C.
- Determine eligibility of children referred to Part C by attending eligibility meetings as one of the two disciplines, as assigned.
- Follow Part C guidelines in recommending Part C services.
- Participate in assessments as assigned each week as the educator, duties include assessing the child in all areas of development and writing outcomes specific to the child’s developmental needs and concerns as related by the family. Obtain substitutes for assessments as needed.
- Provide Part C entitled education services (developmental services) to assigned children in their natural environments, working on the outcomes as stated on the IFSP. Document visits in the EHR system within the 5-business-day timeline, as outlined by Part C.
- Keep each client’s educational chart in order. Write progress notes in the format, as required by Part C.
- Responsible to teach developmental classe(s) at the Infant Program, as assigned.
- While teaching classes the teacher is required to attend all fieldtrip/community outings. Supervise volunteers/interns as they participate in the class setting.
- In the absence of a service coordinator, educator may perform service coordination duties as needed.
- Educator is responsible for keeping track of, applying for, and maintaining the Part C Early Intervention Professional certification every 3 years.
- Follow all city and Part C regulations.

Minimum Requirements:
MINIMUMS: Requires any combination of education (above the high school level) and/or experience equivalent to nine (9) years in fields utilizing the required knowledge, skills, and abilities and associated with such positions as teacher, health educator, administrator, or counselor preferred. SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Must be available to work evenings, weekends, holidays, and overtime when required to meet operational needs. Positions within this class have been designated as Alpha I positions requiring employees to work during inclement weather, regardless of the City's operational status.

Preferences:
Master’s degree in related field.
Part C provider experience
Experience implementing Part C services as a professional practitioner
VDOE license (or license in another state) or other acceptable Part C Certification such as CFCS-HD
Knowledge of early childhood development across various domains, including typical and atypical development
Experience conducting assessments to determine a child’s developmental level.
Experience working within a classroom setting.
