IDNYC is recruiting for one (1) Senior Policy Advisor who will work closely with current and potential partners within the City and the private sector to enhance the card’s functionality for disadvantaged New Yorkers and to expand its appeal to all New Yorkers. S/he will oversee IDNYC’s portfolio of projects to further these goals and coordinate special assignments, as requested.

The Senior Policy Advisor will be a thought leader for policy and integrations, working to align the program’s direction with the interests and needs of stakeholders. This position will supervise a policy advisor.

Reporting to the Deputy Commissioner, the Senior Policy Advisor will:

  • Manage IDNYC’s portfolio of projects to expand the card’s functionality through existing
relationships and in cooperation with other City agencies and private and public partners.

  • Serve as a thought leader to explore and implement innovative strategies to expand card
benefits and capabilities through existing relationships or by building new relationships.

  • Work to establish IDNYC as the primary identity platform for New Yorkers to interact with
City government bodies, officials and representatives.

  • Establish, cultivate and manage relationships with other city agencies, organizations and
businesses to expand the IDNYC card’s footprint throughout NYC, and to maximize the
benefits and discounts offered to municipal ID cardholders.

  • As primary liaison to HRA’s contract attorneys, negotiate, draft, process, and finalize
Memoranda of Understanding and other agreements with program partners.

  • In consultation and collaboration with the legal department, research, explore and resolve
legal questions and issues related to the laws, executive orders, and rules that govern the
program as they relate to program policy.

  • Oversee the formulation and drafting of program policy to ensure that all policies and
procedures serve the interests of the community and advance the program’s mission.

  • Supervise the Policy Advisor who assists with all efforts related to this portfolio.

Minimum Qual Requirements

1. Admission to the New York State Bar; and either "2" or "3" below.
2. One year of satisfactory United States legal experience subsequent to admission to any state bar; or
3. Six months of satisfactory service as an Agency Attorney Interne (30086).
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
In addition to meeting the minimum Qualification Requirements:
To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.

  • Strategic and flexible.

  • Excellent organizational and analytical skills necessary to present data and
trends in a useful manner; comfort with data analysis and strategic planning.

  • Familiarity with project management tools and software programs.

  • Experience with multi-agency initiatives.

  • Ability to establish realistic objectives, maintain momentum, and evaluate progress.

  • Ability to juggle multiple priorities.

  • Excellent critical thinking and strategic planning skills with the ability to set priorities
and hold staff accountable for outcomes.

  • Policy work experience, preferably in City government.

  • Multilingual a plus.
