The Project Manager (PM) is responsible for overseeing the initiation, planning, execution, monitoring and closure of projects that use information technology solutions to deliver City services to the citizens of Virginia Beach. The PM uses project management principles, standards, and best practices to ensure technology solutions meet stakeholder expectations. Work with IT Solutions Manager and Project Management Office to develop, establish, document, and maintain project management standards and procedures. Seek feedback to ensure that project efforts meet customer expectations for scope, schedule, cost, and performance throughout the project life cycle.

Project Manager specific job duties will include:

  • Manage a portfolio of technology projects & upgrades related to a portfolio of customer departments (Virginia Aquarium, Parks & Recreation, Public Library, and Cultural Affairs).
  • Lead multiple projects (large & small) and upgrades simultaneously within the constraints of scope, quality, schedule, resource, and cost to ensure documented stakeholder requirements are met.
  • Effectively communicate (written and oral) to all stakeholders involved with projects and upgrades.
  • Maintain projects and upgrades using an enterprise PMIS. Project and upgrade maintenance includes but is not limited to:
    • Task maintenance (adding, deleting, updating, & closing tasks)
    • Schedule maintenance (creating & updating)
    • Resource maintenance (adding and allocating hours, tracking hours spent, & validating capacity)
    • Issue and risk mitigation
    • Project status maintenance
  • Manage, coordinate, and document activities associated (business/systems analysis, business process identification, requirements elicitation, technical analysis, architectural review, user acceptance testing, and operational transition/support model) with projects and upgrades.
  • Create and update project management plans (schedule, communications management plan, risk management plan, etc.).
  • Manage reoccurring project meetings with the project team (scheduling, agendas, meeting minutes, etc.).
  • Develop and/or review project documents (project charter, lessons learned repository, test plans/scripts, requirements document, procurement documents, etc.), and systems design documentation as necessary for each project.
  • Identify ways to resolve scope, schedule, cost, resource, and quality issues within projects and upgrades.
  • Work within procurement processes and manage vendor implementations of awarded technology solutions.
  • Coordinate all formal and informal project activities and tasks between customer personnel and vendor/solution provider.
  • Selected candidate will have the opportunity to work a hybrid/telework schedule within the Hampton Roads area.

Minimum Requirements:

MINIMUMS: Requires any combination of education (above the high school level) and/or experience equivalent to eight (8) years in fields utilizing the required knowledge, skills, and abilities listed above and associated with such positions as Programmer Analyst, Business Analyst, or Management Analyst.
SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Preferences:

Have knowledge and experience in current best practices for project and portfolio management.
Have knowledge and recent experience (within the past three years) in current best practices for management of information technology projects, including technical systems analysis.
Have experience conducting analysis of current state assessment and using gap analysis to implement corrective actions.
Have experience developing project scope, statement of work and LOE estimates.
Have excellent oral and written communication skills.
Have excellent interpersonal skills necessary for effectively leading projects from Initiation to Close.
Experienced with application (on premise & cloud) deployment, familiarity with general application, database, networking, and information security concepts.
Have experience of generally accepted Software Development Life Cycle (SDLC) principles.
Understanding of IT Service Management
Recent experience (within the past three years) of Technical Project Management, Technology Infrastructure, and/or Business Systems and Technical Analysis, such as:
  • Implementation of Current Technology Solutions
  • Formal project management methodologies including both waterfall and agile approaches
  • Project Plan development and management
  • Project documentation development and management
  • Coordinating activities for multiple IT projects
  • Project constraint management (risk, scope, resource, schedule, issue, and cost)
  • Vendor/solution provider management
  • Budget management
  • Involvement with project process definition and improvement
  • Selection and procurement of technology solutions
  • Implementation of systems and IT services
  • Defining, recommending, and improving business and project management processes
  • Documenting business, functional, and technical requirements
  • Familiarity with current on-premises and software as a service (cloud) deployment methodologies and approaches
  • Use of formal testing methodologies
  • Project Management Professional (PMP) or Certified Associate in Project Management (CAPM) certification preferred
  • IT Infrastructure Library (ITIL) Foundation Certification preferred
