General Statement of Job

Under general direction, manages and participates in the development and maintenance of information systems including the installation and maintenance of computer hardware, telecommunication systems, networks, peripherals, operating systems, databases, utilities, and software programs; develops and recommends on short and long range IT plans and develops recommended solutions to meet the information needs of the Housing Authority. In addition, creates reports as needed and implement and maintain Agency social media presence; and perform related duties as assigned.

Specific Duties and Responsibilities

Essential Duties:

Manage and participate in the development, installation, configuration, testing and maintenance of information systems and computer hardware, communications networks, peripherals, operating systems, databases, utilities, and software programs.

Perform and manage the installation, configuration, testing and error diagnostics and resolution of network software, predominately, but not limited to all applicable Microsoft Server editions,All Microsoft Windows based desktop operating systems and Microsoft Office application software. Other network operating software, and other Agency office specific software.

Establish and maintain backup and restoration procedures and the execution of these established backup procedures using current technology.

Performs evaluation, installation, replacement, testing and error resolution of PC related components and peripherals.

Monitors, evaluates, and resolves network intrusion threats, viruses, and cyber-attacks.

Perform and oversee all Agency web site related activities, which include, but are not limited to, the creating and/or updating of pages and content, the removal of outdated and insignificant pages and links.

Oversee all Agency related social media endeavors, which include but are not limited to: Facebook, Twitter, and YouTube. This will include the creation and monitoring of these accounts and sites with direct reporting to the Executive Director.

Oversee all creation and support of on-line collaboration activities with emphasis on ZOOM and other on-line collaboration including Team Viewer, TEAMS. Individual will deal directly with these specific accounts including their creation and nurture.

Oversee the streaming of all Agency board meetings on social media.

Assists in posting of all Agency board meeting agendas and minutes on Agency website and social media accounts, but not limited to only these items.

Participate in providing new and timely avenues for the dissemination of Agency related materials to its residents.

Create reports as needed using Emphasys or Microsoft Office products and any other Agency software as needed.

Assist or develop and implement standard operating procedures and internal controls for IT.

Assist in preparation and development of long and short term strategic plans and budget.

Responsible for the establishment of new user accounts in Emphasys, Microsoft Office, email accounts, and all other software used by the Agency as well as maintaining and monitoring these accounts.

Provide technical support to all departments and system users in resolving network and computer hardware or software issues.

Evaluates software revisions for compatibility with existing hardware and software platforms.

Provide input in the development of prospective new avenues of network design and usage to provide continued future expansion of the existing network.

Maintains self-developed Information Technology inventory database for completion and accuracy which includes assigning asset tags.

Program building access cards and maintain access. In addition, individual will keep accurate and up to date list of who has been granted access.

Performs clerical duties which includes but is not limited to filing and organization of licensing paperwork, purchasing paperwork, purchase orders and other filing duties.

Ensure that both public housing and Section 8 form 50058’s are processed to meet established HUD reporting schedules.

Perform other duties as apparent or assigned.

Education, Experience, and Licenses

Associates Degree in Computer Technology, Computer Science or Information Systems Management with at least two (2 ) years of working experience in data processing or computer information technology related assignments, as a computer system analyst, computer programmer or management analyst or equivalent is required. Knowledge of a variety of software application packages or any equivalent combination of acceptable education and/or experience.

Industry certifications are preferred.

Possession of a valid Florida driver's license.

Knowledge, Skills, and Abilities

  • Knowledge of program and systems analysis, design and programming principles and practices.
  • Knowledge of development and implementation of policies, practices, and internal controls.
  • Knowledge of standard computer hardware and software equipment and applications utilized by governmental entities.
  • Skill in prioritizing, reviewing, and evaluating work.
  • Must possess ability to comprehend and implement the steps recommended for repairs with vendor technical support.
  • Must possess knowledge of specific hardware and wiring diagrams associated with installations, as well as the limitation and problems associated with network wiring,
  • Must be able to make independent decisions when circumstances warrant such action.
  • Skill in organizing, analyzing, and implementing cost effective systems.
  • Skill in managing multiple projects in a timely cost effective manner.
  • Skill in utilizing written and verbal communication in the development of management level reports and presentations.
  • Skill in utilizing customer service/public relations techniques in responding to inquiries and complaints.
  • Must be able to work in a dynamic environment that requires the incumbent to be sensitive to change and responsive to changing goals, priorities, and needs.
  • Ability to diagnose and troubleshoot hardware and software related problems.
  • Must possess ability to function independently, have flexibility and the ability to work effectively with co-workers, the public and others.
  • Must possess good communication and interpersonal skills.
  • Must be able to speak and understand the English Language in an understandable manner in order to carry out essential duties of the position.

Physical Demands and Work Environment: Work involves moderately heavy work in an office setting. There is frequent need to stand, stoop, walk, sit, lift heavy objects (up to 50 pounds) and perform similar other actions during the course of the workday. Must be able to identify various internal and external components of personal computers for purposes of upgrading, enhancing, and/or replacement.
