The State Coordinator will assist the Project Director by coordinating outreach, admissions and career transition functions, programs, activities, and related events in compliance with U. S. Department of Labor (DOL), Jackson Pierce Public Affairs, Inc. (JPPA), and other applicable regulations, policies, requirements, and mandates. Ensure contract compliance and deliveries of performance as required by contract and other applicable mandates.

Duties:

1. Oversee specific assigned areas of responsibilities and assist the Project Director in the daily operation of the contract. Provide supervision to OA and CTS staff in field offices, as required. Assist and support all project staff in the execution and fulfillment of their duties and responsibilities.

2. Assist with and oversee outreach and job/employer development activities in an assigned geographical area.

3. Administer and deliver quality outreach, admissions, and career transition services in an assigned area to eligible students. This includes ensuring contract compliance and due diligence as it relates to all OA and CTS matters, especially Chapters 1, Outreach and Admissions, and 4, Career Transition Period, Job Corps Policy and Requirements Handbook (PRH) and corporate and project guidelines.

4. Assist the Project Director in the development and execution of project plans, programs, and activities related to Workforce Investment Act (WIA) initiatives and US Department of Labor (DOL) challenges. Outreach, job/employer development, continuous student contacts, interest inventory, needs assessments, employment and career services, transitional support and services, and relocations are areas of specific focus for development and the appropriate follow through actions.

5. Prepare, submit, and analyze (as necessary) a variety of qualitative, quantitative, and narrative reports in accordance with and as prescribed by Project, Corporate, Department of Labor, or other valid reporting agency, governmental body, or partner.

6. Assist in training and developing staff to include new hire and sustainment training.

Assist in the implementation of an incentive plan for quantitative and qualitative excellence as defined by project and corporate benchmarks.

8. Perform administrative, support, and management functions in support of quantitative and quality goal accomplishment, including deliveries of performance and services.

9. Assist in developing, coordinating, implementing, and maintaining Continuous Quality Improvement processes that focus on problem-solving, issue resolution, cost reduction, continuous quality improvement, and organizational and operational excellence.

10. Perform other duties as assigned.

Education Requirement:

A Bachelor’s Degree in human services, psychology, counseling, education, social science, communications, business administration or closely related field and 1 year of experience in the job duties listed (management, recruiting, outreach, admissions, workforce development).

or

An Associate’s Degree in in human services, psychology, counseling, education, social science, communications, business administration or closely related field and 2 years’ related experience to the job duties listed. Experience may include successful Job Corps enrollment or successful enrollment in other youth development programs.

Licenses or Certificates: A valid Regular Driver License is required. A Clear, unrestricted driving record is also required for this position.

Location Requirement: This position is a hybrid position: work is remote with the exception of certain requirements for in-person meetings as necessary to perform the job. The candidate for this position must be located within 25 miles of the Pisgah Forest, NC.
