The City of Oakland is recruiting to fill (9) nine vacancies for Street Maintenance Leader: (5) five vacancies in the Public Works Department and (4) four vacancies in the Department of Transportation. This is an excellent promotional opportunity for those that enjoy working outside, engaging with the public, and using their leadership abilities.

The Street Maintenance Leader performs maintenance, repair and construction of streets, storm drains, and traffic control devices; performs weed abatement duties; provides direction and participates in the work of a maintenance crew; and performs related duties as assigned.

The ideal candidate will be a progressive leader with the ability to operationally multi-task while leading a team of skilled maintenance workers. They must be an effective communicator and have ethical decision-making abilities.

This is a classification whose incumbents act in a lead capacity over field crews. Incumbents perform and instruct a crew in more difficult tasks requiring greater skill and knowledge.

The incumbent receives direct supervision from the Public Works Supervisor I and may provide technical direction to the Public Works Maintenance Worker and Truck Driver.

The printout should indicate that you possess a valid California Driver's License, Class B, with the ability to drive vehicles with air brakes and a tank endorsement. Examples of Duties

Duties may include, but are not limited to the following:

  • Act in lead position to direct and perform the more skilled work of street and traffic maintenance, sanitation and weed abatement.
  • Train assigned crew members.
  • Log daily reports.
  • Answer questions or complaints from the public, agencies, or City departments.
  • Perform maintenance, repair, construction and installation work of streets, storm drains, and traffic control devices.
  • Perform repaving, pot-hole and crack sealing of asphalt.
  • Construct and repair storm conduits, curbs, gutters and drainage facilities.
  • Cut and remove weeds; clear brush and debris from right-of-way and public property.
  • Clean storm drains, cross culverts and creeks, and inlets.
  • Operate trucks exceeding 26,000 lbs gross vehicle weight rating.
  • Perform heavy manual labor.
  • Operate a variety of power hand tools.
  • Inspect tools and equipment for safety and mechanical defects.
  • Remove signs and posters from public structures.
  • Pick up litter and transport trash to dumps.

Minimum Requirements for Application

Any combination of education and experience that is equivalent to the following minimum qualifications is acceptable:
Education: Education requirements will be determined at the time of recruitment.
Experience: Two years of experience in public works construction and/or maintenance setting.

License or Certificate / Other Requirements:
Possession of a valid California Driver's License, Class B, with the ability to drive vehicles with air brakes and a tank endorsement included to be maintained throughout employment with the City of Oakland. License requirements are subject to changes in State and Federal law, and the City of Oakland must comply with mandated changes at all times.
If assigned to the Keep Oakland Clean & Beautiful Program, incumbents must also possess a passenger endorsement to be maintained throughout employment with the City of Oakland.

KNOWLEDGE AND ABILITIES

Knowledge of:
  • Weed abatement practices and techniques.
  • Safety requirements for operation of trucks and other equipment.
  • Occupational hazards, construction safety procedures, and safe lifting methods.
  • Methods and materials used in the maintenance, repair, construction and installation of streets, storm drains, and traffic control devices.
Ability to:
  • Provide leadership, direction and train assigned personnel.
  • Operate a variety of trucks and equipment.
  • Operate a variety of motorized and hydraulic hand and power tools competently and safely.
  • Maintain records of time, materials and personnel used.
  • Follow oral and written directions.
  • Establish and maintain effective work relationships with those contacted in the performance of required duties.

Supplemental Information

The Selection Process
Stage I: The first stage in the selection process will consist of a review of each applicant's employment application and supplemental questionnaire for minimum qualifications (weighted pass/fail). Be sure to scan and attach a copy of your class B commercial driver’s license and a current official DMV driving record printout (can only be obtained from DMV in-person. On-line printout will not be accepted) - issued within the past three (3) months of this job announcement. The printout must indicate that you possess a valid California Driver's License, Class B, with the ability to drive vehicles with air brakes and a tank endorsement. A copy is acceptable and should be scanned & attached to your on-line application. Applications submitted without all required materials will not be given further consideration.
Stage II: The second stage may consist of subject matter experts evaluating and rating the completed supplemental questionnaires. Applicant responses to the supplemental questions must demonstrate the knowledge, skills and abilities listed in the qualifications section of this announcement. The evaluation of supplemental questions may be weighted 100% of an applicant's score (before residency, seniority and/or veteran points, if applicable) and may determine rank on the eligible list. If a sufficient number of quality application packets are received, the supplemental screening may be followed by a third stage and the most qualified applicants will be invited to the next stage. Meeting the minimum qualifications does not guarantee advancement to Stage III.
Stage III: The third stage may consist of an oral examination that may be preceded by a brief written exercise (weighted pass/fail or 100%) that will test the knowledge, skills and abilities listed in the qualifications section of this job announcement.

The ranked eligible list may be developed directly from the supplemental screening OR the results of Stage III. Candidates must earn a scale score of 70 in this examination process to be placed on the eligible list for employment consideration.

Applicants are required to submit criminal history information upon request after receiving a conditional offer of employment. If the requested information is not furnished in a timely manner, applicants will not qualify for further consideration and will be removed from the eligible list.
