The Subcontract Technical Representative (STR) or Senior Subcontract Technical Representative (STR) is responsible for oversight of on-site manual labor subcontracts and/or off-site subcontracts that encompass detailed coordination to ensure compliance with all subcontract requirements and involving Subject Matter Experts (SME) for quality, safety, security and the buyer, as necessary. Includes Service, Demolition and Environmental subcontracts that involve on-site manual work. Includes on-site work (manual or non-manual) in hazardous environments (i.e., radiological areas, confined space, exposure to hazardous energy, etc.), off-site work that involves/requires detailed coordination (i.e., analytical labs, M&TE services and repairs, hazardous waste related orders) and telecommunications subcontracts. Excludes construction subcontracts.
- Provides day-to-day administration and oversight of low to moderate risk service subcontracts.
- Contributes to the development of subcontract Statements of Work and other required/applicable documents.
- Arranges and coordinates meetings, including pre-job briefings. Interfaces with subcontractor and facility points of contact, engineering, quality control, health protection, safety and other organizations.
- Ensures policies and procedures compliance by subcontractor personnel with minimal guidance.
- Utilizes the work management system to ensure work packages and associated documents/ permits and approvals are complete.
- Performs job walk downs to identify potential work hazards. Identifies and clarifies subcontractor introduced hazards and becomes familiar with the job site and surroundings.
- Acts as primary point of contact for all communications between the subcontractor and organization for day-to-day technical matters.
- Identifies and helps resolve customer and subcontractor problems and disputes.
- Monitors the expenditures of the subcontract to ensure funding limitations are not exceeded.
- Interfaces with the subcontractor and Finance/Accounting to obtain and document monthly subcontractor accrual information.
- Provides equipment or materials accountability administration and support as required or as necessary.
- Ensures that all STR required training and qualifications are maintained.

- Provides day-to-day administration and oversight of moderate to complex high risk and/or large dollar value subcontracts with multiple task orders.
- Provides sound advice and expertise in the development of subcontract Statements of Work and other required/applicable documents.
- Provides guidance on policies and procedures ensuring compliance by subcontractor personnel.
- Investigates and resolves varied and complex disputes, concerns, and issues that may evolve between management, buyers, subcontractors, facility personnel, and Department of Energy (DOE). Resolves and/or responds to DOE, GAO, internal audit and other oversight agency findings related to a subcontract or the subcontract management program.

- May be assigned special projects.
Minimum Qualifications
Any candidate(s) selected to receive an offer will be offered the position level commensurate with their experience and qualifications.
Preferred Qualifications
- Bachelors or an Associates degree.
- Knowledge of general business and financial practices, including fundamental understanding of subcontract technical representative requirements.
- Strong knowledge and understanding of rules and regulations relating to procurement practices as defined under DEAR and FAR.
