The Tax Analyst located within Tax Administration is responsible for collecting property tax levies for assigned municipalities, special districts, and the county through the enforcement of applicable statutes as identified in the Revenue Laws of North Carolina. Work also involves assisting the general public, lawyers, banks, mortgage companies, social services agencies and other related organizations in obtaining necessary tax information while being tactful and courteous.

Responsible for pursuing collection of delinquent property tax accounts

Establish contacts with delinquent taxpayers by phone or email

Assist taxpayers with inquiries regarding tax payments, respond to questions or refer tax payers to appropriate officials; inform taxpayers of payment options; calculate and monitor payment plans for delinquent taxpayers; collects and posts tax payments to accounts; prepare receipts for payments

Enforces the collection of delinquent taxes through appropriate collection letters, attachment of bank accounts, garnishment of wages, or attaching rents or other compensation, or foreclosure process to satisfy tax lien

Process all bankruptcy documents including posting of payments and filing claims in bankruptcy cases

Provides general and technical assistance to the Department staff, legal staff and other members of the public regarding assigned program policies, procedures, researching and analyzes property information, tax assessments, schedules, tax adjustments, and payoffs or other calculations needed for real estate closings; prepares tax certifications for real estate property

Perform skip tracing procedures of collection

Management Preference: Course work in tax listing, assessment, and/or collections is preferred.

Knowledge of the North Carolina Machinery Act and County tax policies concerning listing, assessment, collections and billing
