Technical Analyst II - Outside Plant Fiber Optic Maintenance and Inspection
Job description
The Hennepin County Information Technology (IT) Department is seeking an Technical Analyst II. This is a technical-track position that involves planning, prioritizing, implementing, and managing network projects. The duties include providing technical assistance on system infrastructure issues, and utilizing specialized Geographic Information Systems (GIS) tools and applications. This position also troubleshoots and solves complex network problems, provides routine, on-call and emergency maintenance and technical support, and serves as a liaison to the non-technical staff throughout Hennepin County.

Location and hours:
This position is located in downtown Minneapolis at the Hennepin County Government Center at 300 South 6th Street, Minneapolis, MN, 55487Work hours are Monday through Friday, 8 a.m. - 4:30 p.m. This position may require to be on an on-call rotation and/or respond to after hour calls, including weekends, and holidays.

At this time, employees may be eligible to receive an additional cash merit of up to $1,860.43 that can be earned annually based on performance.
In this position, you will:
- Plan, prioritize, estimate cost, and plan implementation of medium-scale work projects.
- Plan and design inside and outside plant fiber optic network infrastructure projects.
- Prepare projects for bid; estimate materials and cost; plan project implementation.
- Provide project management services throughout the project, including work direction to contract technicians, engineers, and crew foremen on inside and outside plant fiber optic network infrastructure projects.
- Provide technical assistance on system infrastructure issues with IT staff and customers.
- Document in-place fiber optic network infrastructure utilizing GIS applications and field tools, including ArcGIS Online, ArcGIS Desktop, Trimble Geo7, TerraSync software, GPS Pathfinder software, Mn/DOT Correction tools and other technical systems.
- Troubleshoot applications, system implementations, interfaces, and complex network problems.
- Provide routine, on-call and emergency maintenance and technical support to the county's enterprise fiber-optic network infrastructure.
- Develop solutions to complex network problems; document existing processes and provide process-improvement analysis; prepare reports for supervisor and customers.
- One of the following:
- Four years or more of experience in information technology.
- Associate's/vocational/technical degree in computer science, management information systems (MIS), information technology or an approved information technology field related to the position and two years or more of IT experience.
- Completion of five college/vocational technical technology courses and two years or more of IT experience.
- Completion of approved IT Hennepin County internship and two years or more of IT experience.
- Bachelor's degree in computer science, management information systems (MIS), information technology or an approved information technology field related to the position.
A valid driver's license and the ability to obtain a Hennepin County driver's permit.
- Experience:
- With project management in a construction setting.
- Working with outside plant fiber optic network infrastructure.
- Using GIS applications and field tools, such as ArcGIS Online, ArcGIS Desktop, Trimble Geo7, TerraSync software, GPS Pathfinder software, Mn/DOT Correction tools and other technical systems.
- Estimating costs and materials needed for medium-scale projects.
