The Leidos Civil group is searching for an energetic, engaging, technical leader to be the Director of Technical Operations across the Civil IT (CivIT) Division in the Enterprise IT and Mission Services (EMS) Operation. This is an excellent opportunity to provide thought leadership and utilize your technical expertise to support a dynamic and growing business. The Director of Technical Operations will focus on digital transformation, innovation, technology insertion and technology sharing across the division to drive solution development in the current program set and new business proposals. The Director of Technical Operations will drive engineering excellence and innovation roadmaps on programs within the division and help improve engineering processes and drive best practices. This position can be supported from Gaithersburg MD or Reston VA and will have the opportunity for telework.
The CivIT Division solves technical challenges by leveraging innovations, technology, and our highly skilled team to deliver efficiencies and more cost-effective managed services solutions to our customers. We support a wide range of customer missions across the U.S. Civilian agency customer set with major footprints at Department of Justice, Housing and Urban Development, Federal Trade Commission, Department of Commerce, Treasury/IRS, Nuclear Regulatory Commission, and others! With over 40 different programs and robust new business pipeline, CivIT provides software development, mobility, data analytics, cyber products & services in addition to engineering, litigation, enterprise information technology and end user support for our customers.
This position requires a technical leader who is ready to both roll up their sleeves to solve hard, interesting problems as well as step back and set a technology vision for growing the business. This position will be empowered to make necessary decisions and will have the support from the business and a broad technical workforce to accomplish your responsibilities.
Below are a few additional responsibilities:
- Work with the program teams, Division leadership, and CTO organization to identify technology and solution roadmaps to improve mission enterprise capabilities and broad Leidos contribution in mission attainment resulting in increased contract growth and improved customer satisfaction within the division.
- Directly support programs, key captures, proposal creation and reviews to identify programmatic and technical discriminators and differentiate capabilities.
- Support technical engagements with EMS CTO, Leidos and customer senior technical leadership, key vendors, suppliers, and teammates.
- Drive the development of the governance structure and stay abreast of current Leidos IR&D and technology innovations to educate programs and proposal teams to drive technical adoption and innovative solutions.
- Identify and drive synergies across portfolios and programs and gain efficiencies by sharing best technologies and practices to identify how programs can be strengthened with application of technology and/or innovation and/or IR&Ds.
- Work in partnership with Business Development staff to understand and participate in the development of new business strategy assessing current and future skills and technology needs.
- Drive program technical reviews and evaluate health and performance, assist with program recovery for red or yellow programs and engage programs to ensure proper usage of Engineering Edge.
We are looking for a candidate with the following qualifications, experience, and competencies:
- Bachelor’s degree, or equivalent, preferably in Information Technology, Computer Science, or related field.
- 12+ years of progressively responsible experience demonstrating strong technical knowledge & technical project leadership preferably with significant experience leading digital modernization and technology adoption projects.
- Technical leadership of projects with skills in coordination, trouble shooting, identification of issues, risks, and schedules including managing Agile/Kanban application teams
- Excellent leadership qualities, including effective communication, interpersonal, and collaboration skills to build effective relationships with staff, customers and teammates.
- Strong analytical and strategic planning skills with a high degree of detail orientation to thrive in deadline-driven environment.
- Experience developing Basis of Estimates (BOE) for proposals
A highly qualified candidate will also have:
- ITIL4 Certification or willingness to obtain
- SAFe® Agile Product Manager / Lean Portfolio Manager
- Project Management Professional (PMP)® certification
- Experience working with Civil agencies
Pay Range:
Pay Range $142,350.00 - $219,000.00 - $295,650.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary.
