Temporary Part Time Clerical Officer – GRADE III, 31 HOURS PER FORTNIGHT

2. Qualifications and Experience
The appointee should:
have obtained at least Grade D/H6 or O6 in Higher or Ordinary level, in five subjects (including English and Maths) in the Department of Education Leaving Certificate Examination, or
passed an examination of at least equivalent standard, or
have satisfactory relevant experience, which encompasses demonstrable equivalent skills;
b) have completed a relevant post leaving certificate qualification or a recognised - Secretarial Qualification and be proficient in computer applications (Microsoft office)
c) have an appreciation of the needs of people with intellectual disabilities.
d) have excellent communication & organisationalskills.
Possession of a “B” class clean Irish Driving Licenceis desirable.
3. Remuneration
Salary Scale (Clerical Grade III):
€24,601 €26,218, €26,615, €27,424, €28,603, €29,785, €30,968, €31,826, €32,799, €33,928, €34,726, €35,844, €36,971, €39,087, €39,087, €39,087; €40,592
All new entrants to the Public Service will start at the first point of this scale
Successful candidates are required to submit all documentary evidence outliningany relevant experience within 3 months of your starting date. Failure to produce this will mean that you will receive any incremental credit (if applicable) from the date of submission of documents.
4. Health
The successful candidate will be required to undergo a medical examination by the Organisation’sOccupational Health Physician. The candidate will be liable for the cost of the medical examination.
5. Working Hours
You will be required to work 31 hours per fortnight. Contracted hours of work are between 9am and 5pm but are liable to change to meet the requirements of the services. The Brothers of Charity Services model of service is based on Personal Outcome Measures requiring employees’ to be flexible in their working hours to provide a quality service delivery for each individual.
6. The general duties of the appointment are as described in the attached Job Description.
7. The Line Manager will notify the successful candidate of the mandatory/compulsory courses/training which employees are obliged to attend. Mandatory training, for example, manual handling, health and safety courses etc., form part of the conditions of employment along with the Organisation’s statutory obligation.
8. Note re Canvassing
Any attempt by candidates themselves or by any person(s) acting at their instigation directly or indirectly, by means of written communication or otherwise to canvass or otherwise influence in the candidates favour any member of the staff of Belmont Park or person nominated to interview or examine applicants, will automatically disqualify the candidate for the position they are seeking.

DUTIES
The person appointed will work as a member of the Duffcarrig Services Team with primary responsibility for delivering clerical and administration support to the service area.
The person appointed to the post will be required to take an active part in ensuring that the day-to-day operations of the Service reflect the ethos and vision of the Brothers of Charity Services and that all co-workers are meeting the needs of the service users therein.
The person appointed should have the ability to contribute proactively as a member of a team and contribute positively to the ongoing development of effective teamwork.
Subject to the agreed policies and procedures of the Brothers of Charity Services Ireland – South East Region the person appointed shall be responsible for the following:

Employees are expected to have a high level of flexibility and a willingness and ability to develop new approaches to their work. Duties and responsibilities of any post in the Services are likely to change with the ongoing needs and developments of the Services. Confidentiality
In the course of the employment the appointee may have access to, or hear information concerning the medical or personal affairs of individuals supported by the Services and/or staff, or other health service business. Such records and information are strictly confidential and unless acting on the instructions of an authorised officer, on no account must information concerning individuals supported by the Services, staff, or other health service business be divulged or discussed except in the performance of normal duty. In addition records must never be left in such a manner that unauthorised persons can obtain access to them and must be kept in safe custody when no longer required.

Advocacy and Rights
- Uphold and respect the human, legal and constitutional rights of each individual supported by the services, recognising their individuality and equality, and empowering them to grow, thereby achieving the highest possible level of personal autonomy;
- Provide secretarial and administrative support to the Duffcarrig Services including Dictaphone typing.
- Be proficient in the operation and use of computers and computer packages, in particular, Microsoft Office Professional Software including Word, Excel, Publisher and PowerPoint and comply with obligations under the Data Protection Legislation.
- Ensure all telephone communications are handled in a professional and courteous manner.
- Complete staff timesheets/attendance records, annual leave reports, rosters or other records required in relation to staff as directed.
- Prepare, check and reconcile timesheets from day and residential areas on a fortnightly basis and enter on SIMS payroll package in line with payroll procedures
- Organise meetings and keep a record of the proceedings when requested.
- Ensure office equipment is maintained in working order and report breakages etc. to the Services Manager.
- Be responsible for general filing of records
- In consultation with the Service Manager ensure all group homes/residential services are adequately staffed and relief staff assigned as necessary.
- Organise holiday and transport arrangements for individuals supported by the services and be sensitive to the special needs of each individual.
- Organise and use time effectively and efficiently and the flexibility to meet deadlines
Money and Budgets
- Prepare Pay Authorisations and other payments as directed.
- Manage and be responsible for petty cash function of the Duffcarrig Services
- Comply with policies and procedures in relation to the safe custody, transfer and distribution of all monies
- Prepare creditors accounts on a monthly basis as directed and adhere to time frames and monthly account reconciliations.
Communication
- Ensure that good and respectful communications and relationships are developed and maintained with;
- all people supported by the Services and their families
- all staff members within the organisation,
- visitors, volunteers and other such personnel who visit programme areas,
- Liaise with personnel in other service areas as necessary
Training and Development
- Be responsible for identifying personal training and development needs and communicating them with your line manager.
- Attend mandatory training courses and achieve required standard;
Health & Safety
- Be conscious of health and safety matters in the work place and in particular to comply with employees’ obligations as set out in the Safety, Health and Welfare at Work Act, 2005 and to ensure that the procedures set out in the Safety Statement are implemented at all times;
- Report accidents/irregularities or other matters of safety concern immediately to the Duffcarrig Services Manager, or such other person as the Employing Authority may designate;
- Carry out regular safety audits and fire drills as required.
- Be aware of and become familiar with security procedures relating to the premises and ensure that exits are secured as required at the end of each working day.
- Be conversant with existing fire regulations and emergency procedures and participate in the implementation of same;
- Identify risks, asses and document appropriately keeping the Services Manager informed of any irregularities.
