Your Impact:
The primary focus of this task order is to provide USSOCOM with T&E services in accordance with USSOCOM Directives. The work includes operational test and evaluation, interoperability testing, capabilities assessments, limited user assessments, and test and evaluation advisement. The job responsibilities include task management, administration, T&E functions, technical report writing, and effective communications with the customer base. The task lead must understand task order financial management, task order funding requirements, and daily/weekly reporting requirement to both the external and internal customer. The testing officer will be responsible for advisement on the design of testing, capable of executing the test, able to collect and analyze test data, and interpret test results for the customer. Testing officer must have knowledge of the type of systems under test (SUT) and evaluation. Testing officer and task leader must understand the operational employment of the SUT. Performs analytical work in support of testing, evaluation, and certification of IT/NSS related to military intelligence and ISR. T&E areas include developmental, operational, standards conformance, enterprise, and interoperability. Incorporates DoD and Intelligence Community interoperability directives and instructions in all T&E processes. Intelligence T&E support areas include developmental, operational, standards conformance, enterprise, and interoperability. A T&E analyst follows and applies common T&E processes that include identify requirements, verify user needs, develop evaluation approach, collect data, analyze data, and report on findings. Reviews, analyzes, and evaluates IT system operations. Reviews and analyzes blueprints, schematics, and technical drawings, diagrams, and specifications. Must be able to review, analyze, and interpret customer information. Solicits intelligence system requirements and associated operational environments to produce an evaluation approach that supports T&E objectives. Shares and briefs T&E project milestones to all levels of stakeholders. Conducts and may oversee testing of processes and products. Responsible for the design and implementation of test procedures to determine if standards and criteria are met. Recommends adjustments to the T&E process or detailed procedures if appropriate. Responsible for all activities involving quality assurance and compliance with applicable regulatory requirements; conduct audits and reviews/analyzes data and documentation. Relies on manual methods and automated test tools to execute the cybersecurity assessment and collect data. Inspects, tests, and measures data that is produced or consumed. Must be able to document, notify, brief, and discuss results. Records all initial findings and documents final test results in a designated formal cybersecurity report. Accounts for anomalies and errors found in testing, notifies customers and management, and may help analyze and/or correct problems.

Required Education, Training, and Experience (LCAT requirements):
Requires a Master’s degree and at least 8 years of experience or a Bachelor’s degree with at least 10 years of experience. One year of experience can be substituted by 15 semester hours completed towards a Master’s degree. Requires at least 1 certification in area of specialization. Additional certifications in the area of specialization may be substituted for 1 year of experience. The degree must be in a relevant technical curriculum and experience must be related to the job duties.
For the purpose of evaluating qualifications under this labor category, one week of certified intelligence systems or intelligence processes training at a DoD or Service school equals 40 course hours of completed training (8 hours per day). Intelligence training can be validated by presenting the appropriate certificate(s) or course completion record from a DoD Military Service intelligence school that lists the course duration in hours, days, or weeks.
Acceptable degree specialties include but are not limited to the following: Information Technology, Mathematics, Computer Networking, Cybersecurity, and various engineering and science disciplines. Related certifications in the area of specialization may be substituted for 1 year of experience. Examples of relevant Government or industry training include, but are not limited to, DAWIA Test and Evaluation Level 1/2/3 certification, SPRDE Level 1/2/3 certifications, CTEP certification, and applicable United States Federal or DoD school training and certification on a specific system, network, or technology.
Other skills required:
Technical Report Writing in accordance with the community standard for test and evaluation of DoD systems
Ability to present and brief technical information to all participants and customers associated with task order execution
Working knowledge of Test Plan development and execution
Working knowledge of system diagrams know as End-to-End (E2E) and the associated hardware and software
Working knowledge of Design of Experiments (DOE) and Science Based Test Design (SBTD) in T&E Approaches
Working knowledge of New Equipment Training (NET) processes and procedures—how to administer sound surveys
Working knowledge of Test Readiness Review procedures
Working knowledge of Intelligence, Surveillance, and Reconnaissance Systems (ISR) and the Distributed Common Ground Stations (DCGS) family of systems that support US Military Operations
Working knowledge of US Military Command and Control Systems
