Serco supports the Navy in the acquisition of new technology used to defend our nation. Our team reviews acquisition documentation, develops test plans, executes test events, collects, and analyzes data, and writes test reports. This includes programs supporting the US Navy’s Operation Test and Evaluation Command (OPTEVFOR).


You will be part of a five to seven member team that collaborates closely with the customer and other Serco teams to deliver quality test analysis and reports. The team has been supporting Test and Evaluation for over 15 years and has been recognized by both the Navy and DHS for their outstanding contributions.


In this role, you will:

  • Perform as the Test and Evaluation Engineer that supports the OPTEVFOR C5ISR Test Division in the review of acquisition documents, development of complex test plans, execution of operational tests, the reduction and analysis of data, and the writing of test reports.
  • Support Operational Test and Evaluation (OT&E) events to provide the OPTEVFOR with an evaluation of the mission capability of the system or service when employed in a realistic, operational environment.
  • Support the Operational Test Coordinator in providing a T&E Strategy brief to the Department of Homeland Security Director of T&E for all major acquisition programs under DHS engagement.
  • Assists in providing OT&E strategy associated with operational testing and drafting of applicable sections of the TEMP per policy with the T&E Manager and T&E WIPT.
  • Work directly with senior technical personnel, stakeholders, and project managers in the planning and execution of test events.
  • Employ existing guidelines and instructions, guidance from higher-level engineers, experience, and independent judgment to plan and accomplish test objectives.

Qualifications:

To be successful in this role, you will have:

  • A current or active DoD Secret security clearance.
  • Successfully completed a full four-year Science, Technology, Engineering, or Mathematics curriculum leading to a Bachelor’s or higher degree and at least 5 years of Department of the Navy (DoN) or DoD Operational experience in C5ISR Systems or as part of the DoN or DoD Headquarters staff OR at least ten (10) years of USN operational experience in USN C5ISR Systems and Operations.
  • Have five to seven years of experience.
  • The ability to provide T&E Concept Briefing on the planned OT&E activity.
  • The ability to support development of Test Plan for DOT&E approval, executes test events, collects, and analyzes data, and provides a report on the results.
  • Successfully completed the necessary requirements to hold either a Department of Defense (DoD) Certified Acquisition Professional certificate for Test & Evaluation Manager Level I.
  • At least three years’ experience working on the development of Integrated Evaluation Frameworks (IEFs), Test Plans, and Final Reports, in direct support of Operational Testing of DoN or DoD Level 1 Acquisitions.
  • Proficiency in technical writing.
  • Proficiency with Microsoft Office software to include Word, Excel, Access, and PowerPoint.
  • The ability to travel at least 10% of the time.
Additional desired experience and skills:
  • OPTEVFOR, Operational, or Acquisition experience with systems such as Global Positioning System (GPS)-based Positioning, Navigation, and Timing Service (GPNTS), Navy Electronic Chart Display and Information System (N-ECDIS), Link Monitoring and Management Tool (LMMT) and Distributed Common Ground System- Navy (DCGS-N).
  • Completion of OPTEVFOR Operational Test Director (OTD) Course.
