SUMMARY:
The Chief of Staff facilitates the efficient, effective performance of the duties of Health Programs and serves as a confidant and advisor to the Vice-President for Health Programs (VP). The health programs have an annual budget ranging from $93-95 million, with around 2500 staff working on health programs, including 55 staff in the Atlanta office. Acts as a sounding board, provides advice on sensitive matters, and ensures the VP, together with the Health Programs Leadership Team, has all information needed to make informed decisions. Provide sound judgment, diplomacy, and understanding of organizational issues to support the health programs. Act as the VP’s right hand, helping free up time so they can better focus on things that will have the most impact. As a Health Program representative, will serve as the “right-hand” of the VP to ensure that he/she oversees matters related to the organization, coordination, expediting, and resolving substantive administrative and financial issues that require handling or approval by the Vice President, who is also responsible for the oversight of all international and domestic health programs. Organize and prioritize critical issues and required information for Leadership to facilitate efficient decision making. Provide oversight and guidance to projects of high importance.
Will also liaise between the VP, programs/departments, and external partners on a full range of health program activities to influence outcomes and ensure momentum for specific tasks and duties. As a supervisor within the office of VP, ensures seamless functioning of areas they oversee and report up to the VP on their status.

FORMAL JOB DESCRIPTION:
- Maintains oversight of overall operational effectiveness and efficiencies.
- Steps in to supervise additional operations and organizational areas during times of event planning/transition.
- Builds and manages budget for the Office of the VP. Attends all budget meetings and provides feedback to VP.
- Oversees contractors for the Office of the VP. Serves as liaison between staff, Program Directors, and VP regarding organizational climate, employee well-being, project updates, proposals, and planning.
- Builds and develops relationships with all employees for increased efficiency and effective responsiveness into existing operations, and helps to define new operational strategies, working with VP and Health Leadership team.
- Serves as a primary point of contact on special projects, managing inquiries and developing action plans to address them and assisting with the preparation and dissemination of communications.
- Actively participates in health strategic planning processes.
- Has oversight of implementation of health strategic plan initiatives.
- Acts as an advisor to the VP, helping to follow strategic priorities.
- Communicates with Health Programs Leadership team in program management and initiative implementation.
- Provides guidance to the VP's direct reports to identify and resolve obstacles to the prompt resolution of major issues and decisions of direct interest to the VP.
- In the absence of the VP, communicates regularly with VP's direct reports to ensure deliverables are met in accordance to established timelines.
- Acts as liaison, on behalf of the VP, with all other Center programs/departments and external partners to source and provide information as well as compile correspondence.
- Reviews which issues require the VP's direct attention and handles all others on their behalf.
- Uses discretion to advise individuals on the VP's views on departmental issues or activities.
- Prioritizes and recommends action for all incoming mail and communications.
- Supervises professional staff in the VP office. Develops and ensures compliance with all organizational policies and procedures.
- Coordinates efficient office procedures in support of program activities.
- Maintains professional growth and development of self-identifying educational/training programs, professional organizations, activities, and resources to maintain knowledge of national trends and to promote leading edge expertise.
- Performs related responsibilities as needed.
MINIMUM QUALIFICATIONS:
- A master's degree and eight years of progressively responsible experience which includes administration/human resources, facilities, operations, and/or budgetary responsibilities in a leadership role in a complex international organization, OR an equivalent combination of education, training, and experience.
- Excellent project management, analytical, and research skills.
- Strong oral, presentation, and written communication skills.
- Ability to initiate and manage complex projects and to meet deadlines in a fast-paced environment.
- Ability to adapt to changing demands and re-prioritize as necessary.
- Knowledge of and established relationships within the organization and relevant external partners.
PREFERRED QUALIFICATIONS:
- Master’s degree in international relations, business administration or related field is preferred.
- Eight years of in a Global organization, office administration, including knowledge of policies and procedure implementation.
- Writing experience with strong grammar skills is required.
- Knowledge of the MS Office products (Word, Access, Excel, Outlook, internet and Email communications) is required.
- The successful candidate will have the ability to work in a fast-paced environment, be capable of day-to-day organization, and possess good judgment skills.
- French language skills in addition to English highly desirable.
NOTE: This role will be granted the opportunity to work from home regularly but must be able to commute to The Carter Center on a flexible weekly schedule based upon business needs. Schedule is based on agreed upon guidelines. The Carter Center reserves the right to change remote work status with notice to employee.
