TPWD MISSION

To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

GENERAL DESCRIPTION:

This position is responsible for performing advanced (senior-level) grant development, coordination, and administration work. Work involves preparing, maintaining, and reporting of grants; coordinating grant applications; reviewing incoming applications to determine compliance with requirements and standards; monitoring grant awards; and serving as a liaison between funding sources and the state and the federal government. May supervise the work of others. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.

Qualifications


MINIMUM QUALIFICATIONS:

Education:

Graduation from an accredited college or university with a Bachelor’s degree.


Experience:

Two years experience in the administration, development, coordination, and monitoring of federal or state grants.


Licensure:

Must possess or be able to obtain, within 90 days of employment, a class “C” Texas driver’s license.

NOTE: Retention of position contingent upon obtaining and maintaining required license


ACCEPTABLE SUBSTITUTIONS:

Education:

One additional year of the required experience in the administration, development, coordination, and monitoring of federal or state grants may substitute for 30 hours of the required education with a maximum substitution of 120 semester hours.


Experience:

Graduation from an accredited college or university with a Master’s degree may substitute for one year of the required experience in the administration, development, coordination, and monitoring of federal or state grants.


PREFERRED QUALIFICATIONS:

Education:

Graduation from an accredited college or university with major coursework in public administration, business administration, natural resources or a related field.


Experience:

Experience in Parks and Recreation Planning, Natural Resource Management, and/or Project Management


Licensure:

Certified Grant Management Specialist, National Grants Management Association;

Grant Management Certificate, Management Concepts.


KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of laws and regulations pertaining to grants and contract administration;

Knowledge of research and budgeting processes;

Knowledge of business administration principles and practices, including financial management and accounting;

Knowledge of applicable laws, regulations, and permits dealing with park planning and construction using state and federal funds;

Knowledge of project management principles;

Knowledge of safety requirements for outdoor activities and risk management strategies;

Knowledge of National Rifle Association gun safety techniques;

Skill in the use of a computer, Microsoft Office Suite, Adobe Pro, and grant management software;

Skill in effective verbal and written communication;

Skill in grant preparation, development, evaluation, and monitoring;

Skill in writing, reviewing and editing complex documents;

Skill in analyzing technical reports and legal documents

Skill in budget development and monitoring;

Ability to interpret guidelines, policies, procedures, and regulations;

Ability to evaluate contracts;

Ability to evaluate fiscal data for reasonableness, necessity, and conformity with grant requirements;

Ability to communicate effectively with others from all levels of State government and outside organizations;

Ability to supervise the work of others;

Ability to exercise sound judgment when making critical decisions;

Ability to analyze complex data, identify issues, and develop solutions;

Ability to view, input, and manage geospatial data;

Ability to interpret and enforce policies, procedures, regulations, and state and federal laws pertaining to grant management and construction;

Ability to manage workload to accommodate multiple projects and changing priorities;

Ability to speak publicly;

Ability to work as a member of a team to achieve goals and outcomes;

Ability to work independently with little to no supervision;

Ability to resolve problems in highly technical and administrative situations;

WORKING CONDITIONS:

Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday;

Required to work overtime as necessary;

This position is suitable to telework two or more days per week and the candidate may be allowed to telework with supervisor approval

May be required to operate a State vehicle;

Required to travel 20% with overnight stays;

Must conform to TPWD dress and grooming standards, work rules and safety procedures;

Non-smoking environment in State buildings and vehicles.
