Job Duties


What you will be doing:
The Ohio Department of Administrative Services is seeking an experienced Training Development Analyst to join the Office of Procurement Services Training Academy team. Hybrid Teleworking options available. Responsibilities include::
Formulates & implement training policy for Office of Procurement Services Training Academy, develops training programs, and supervises training staff:
  • Develops, modifies, updates & delivers internal & external training (i.e., onboarding, Ohio Procurement Certification, professional development, suppliers, local governments) using variety of delivery methods (e.g., instructor led, self-paced, job aids);
  • Supervises lower level training staff (e.g., directs staff, oversees & manages assignments; approves leave & timesheets, trains & develops staff, establishes goals & conducts performance evaluations).
Independently assesses all training needs for Ohio Administrative Knowledge System (OAKS) Financial modules (e.g., Asset Management, eProcurement, Purchasing, Receiving), Ohio Buys, COPA/COPM Certification, & OPS staff professional development, Suppliers, Co-Operatives, local governments:
  • Plans training activities & outreach (e.g., course curriculums for agency roles/tasks, presentations, speaking engagements) to meet those needs;
  • Gathers & organizes training (e.g., prepares instructor training materials, develops roster, provides logistics support).
Maintains Ohio Learn records & reports on OPS Training Academy training activities (i.e., newsletter, education board) & communicates training information:
  • Uses Ohio Learn system to schedule employees to attend training sessions;
  • Create enrollments;
  • Maintains procurement employees training files (e.g., certification application, NASPO online training);
  • Analyzes data;
  • Presents results in clear & efficient manner & assists in administering outcomes.
Provides customer relations & administrative support:
  • Researches & responds to end user (e.g., suppliers, bidders, state agency staff) feedback & inquiries & implements solutions;
  • Orders materials & supplies (e.g., print orders, facility room setup);
  • Prepares & maintains training correspondence for myOhio learning events;
  • Attends meetings & conferences;
  • Serves as liaison with other agencies or institutions;
  • Coordinates special projects as assigned (e.g., designs online learning programs & creates storyboards).
Provides case management & resolution of complex internal issues on OAKS Financial modules (e.g., eProcurement, Asset Management, Purchasing, Receiving) & Ohio Buys:
  • Researches & analyzes issues;
  • Uses OAKS Customer Relationship Management (CRM) system to provide assistance & information to state agencies, employees & suppliers in response to telephone, written & in-person inquiries;
  • Responds to requests for information & conducts system support for end-users (i.e., presents one-on-one training);
  • Consults with OAKS & Ohio Buys functional teams on complex issues; measures & evaluates CRM case flow.

Qualifications
Minimum Qualifications Required:
Completion of associate core program in instructional design, adult learning, education, instructional technology, or related field.

-Or 18 mos. exp. preparing & delivering informational & instructional programs for adults using instructional design model & doing & analyzing performance needs assessments.

  • Or equivalent of Minimum Class Qualifications noted above.
Knowledge, Skills & Abilities:
Knowledge of (1) agency policies & procedures*; (2) customer service; (3) business administration; (4) adult learning principles; (5) instructional strategies & methods; (6) presentation & delivery methodology; (7) supervisory principles & techniques.

Skill in (8) operation of personal computer & associated hardware/software (e.g., Word, Excel, PowerPoint, Outlook, Internet Explorer, Visio, Captivate*, Dreamweaver*, PeopleSoft Enterprise Applications); (9) operation of audio visual & training equipment & presentation software (e.g., LCD projector, laptop computer); (10) critical thinking.

Ability to (11) manage an instructional design projects; (12) conducts & analyzes performance & training needs assessments; (13) develops performance objectives & tests for instructional design; (14) selects appropriate instructional techniques, methods & media for each instructional situation; (15) edits & revises communications to be clear, concise & grammatically correct; (16) works collaboratively with & interviews people from all levels of organization; (17) manages learning environment to increase opportunities for learner success & controls individual learning problems; (18) uses appropriate feedback techniques with learners, subject matter experts & others; (19) creates concise & accurate reports; (20) maintain accurate records; (21) obtain & maintain valid driver’s license.
