TxDOT’s Pharr District Design Support Office
located in Pharr, TX is looking for ONE Transportation Specialist III, IV or V. This position provides technical expertise and coordination for transportation programs involving multiple design and advanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. This position assists with project planning and oversight, and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities.

This position is for ONE Transportation Specialist III, IV or V. The Texas Department of Transportation reserves the sole right in determining the level of position based on the applicant's work experience, education, skill level, and all other appropriate factors, and based on business needs.



Salary Plan/Grade:

  • Transportation Specialist III: B20 ($45,158.00 - $ 73,788.00/yearly)
  • Transportation Specialist IV: B21 ($48,278.00 - $78,953.00/yearly)
  • Transportation Specialist V: B23 ($55,184.00 - $90,393.00/yearly)


Minimum Salary : 45,158.00 Maximum Salary : 90,393.00 Pay Basis : Yearly

Travel : Yes, 5 % of the Time

Position Description


Provides technical expertise and coordination for transportation programs involving multiple design and advanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and oversight, and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Essential Duties:
Transportation Specialist III, IV, or V:

  • Assists in overseeing project design involving design calculations and sketches of plans, layouts and typical sections.
  • Evaluates and analyzes complex design issues.
  • Reviews and oversees plan packages submitted by consultants.
  • Performs other job responsibilities as assigned. This position requires you to drive for TxDOT.

Additional duties for a Transportation Specialist V:

  • Oversees design work among TxDOT entities, consultants and contractors.
  • Oversees project assignments, determines work requirements to complete project plans and coordinates scheduling to accommodate projects already underway.
  • Coordinates with roadway design on schematics and reviews in-house and consultant traffic control plans or traffic projects.
  • Performs other job responsibilities as assigned. This position requires you to drive for TxDOT.

Minimum Qualifications:

Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Experience: Transportation Specialist III, IV, or V: 5 YEARS transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by fulltime or prorated parttime equivalent).

Supervisory Experience -No supervisory experience required.

Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.

Competencies:

Transportation Specialist III, IV, or V:

  • Design and plan preparation methods and requirements
  • Materials used in highway/bridge construction and maintenance
  • Maintaining effective working relationships with others
  • Using computers and applicable programs, applications, and systems
  • Maintaining a safe working environment

Additional competencies for a Transportation Specialist IV:

  • Applicable plans, specifications and estimates preparation, review, processing and compliance requirements
  • Applying engineering principles, practices and methods in job responsibilities
  • Writing, reviewing and revising documents to include engineering notes, specifications, standards and procedures
  • Communicate effectively
  • Other Attributes - Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals

Additional competencies for a Transportation Specialist V:

  • Planning, coordinating and handling multiple projects within area of responsibility to meet short and long term deadlines

Physical Requirements and Working Conditions:

  • Subject to environmental conditions; protection from weather but not temperature changes
  • Sedentary work: Lift up to 10 lbs. at a time and occasionally carry files/small tools
  • Balancing-walking, standing, crouching on various surfaces without falling
