Minimum Salary: $57,000
Job Location: This position is located at 200 Madison Street, Jefferson City, Missouri.

The Office of the Public Counsel represents and protects the interests of the public in electric, natural gas, water, and sewer utility proceedings before and appeals from the Missouri Public Service Commission, and advocates for safe and reliable service at affordable rates for all customers.
What will you do in this position?
- Perform regulatory auditing or financial analysis work regarding Missouri’s public utilities.
- Analyze and evaluate management controls, financial data, standard production rates, cost allocations, depreciation issues, fiscal procedures, or spending priorities.
- Determine revenue requirements and/or promote efficient and economical utilization of resources.
- Confer with company officials to discuss financial problems and regulatory matters.
- Provide technical assistance and advice on assumptions underlying budget forecasts.
- Prepare written analysis and support such analysis in administrative hearings, if necessary.
What are the qualifications for the position?
Utility Regulatory Auditor:
- This is a first-level professional position accountable for regulatory auditing or financial analysis work.
- Knowledge, skills & abilities: Knowledge of accounting and auditing practices and procedures. Knowledge of trends and practices in utility financing, operations, and regulations. Ability to generate data requests and analyze information according to accounting standards. Ability to utilize interviewing techniques and solicit pertinent information at various organizational levels. Ability to travel as required for agency business.
- Typical qualifications: Bachelor’s degree and 0-2 years of relevant experience (substitutions may be allowed).
Senior Utility Regulatory Auditor:
- This is a professional position accountable for conducting audits of all sizes and types of utilities and performing specialized or advanced duties. Employees at this level may serve as lead auditor on portions of audits or complete audits.
- Knowledge, skills & abilities: In addition to those identified in the previous level: Ability to provide guidance and training to lower-level auditors regarding public utility auditing procedures and PSC rules, regulations, and procedures. Ability to independently analyze and interpret economic and financial data.
- Typical qualifications: Bachelor’s degree and 4 or more years of relevant experience (substitutions may be allowed).
