Target Hiring Range: $21.41 - $24.09 hourly

Work Schedule: Monday - Thursday, 8:00 a.m. - 6:00 p.m.

Under supervision of the Assistant Director of Engineering and the Neighborhood Services Manager, the Water Quality and Grease Interceptor Inspector will be responsible for conducting field inspections, responding to complaints, and performing other various tasks related to water quality programs including regulation of grease interceptors, liquid waste haulers, illicit discharges, stormwater detention ponds and channels, stormwater erosion, site inspections of residential and commercial construction sites, and public education.

Essential Job Functions

The Water Quality and Grease Interceptor Inspector is responsible for performing a variety of professional duties to support each department’s mission.


  • Perform inspections, respond to complaints, and perform various tasks in environmental health and engineering programs, including fats, oil, and grease interceptor program compliance, illicit discharge detection, enforcement, and public education.
  • Responds to and follows up on public inquiries and/or complaints.
  • Must be able to work independently and ensure compliance of regulated facilities.
  • Must be familiar with sanitary sewer systems, working knowledge of sampling, maintenance, cleaning, and/or repair.
  • Proficiency of sampling and inspection of grease removal devices such as grease interceptors and grit traps preferred.
  • Conduct inspections of liquid waste hauler trucks for compliance with applicable rules and regulations.
  • Conduct inspections of construction sites for compliance with SWP3 and MS4 requirements.
  • Conduct and report inspections of existing public and private stormwater detention ponds for compliance with MS4 requirements.
  • Assist engineers with MS4 record keeping duties.
  • Maintain knowledge of current federal, state, and local regulatory requirements related to environmental health and storm water quality programs.
  • Proficient in proper handling of various chemicals, proper safety precautions, and PPE.
  • Assist City staff with illicit discharge investigations, cleanup, and reporting requirements.
  • Performs other duties as assigned.
  • Responsible for regular attendance and arriving to work on time.

Minimum Requirements

High School Diploma or GED and a minimum of one (1) year of experience in water quality or health related activities required.

Knowledge of pertinent federal, state, and local laws, codes, and regulations. Knowledge of basic computer software and applications. Ability to accept, learn and adapt quickly to changing technology. Ability to maintain confidential and private information. Ability to communicate clearly and precisely, written and orally. Ability to provide great attention to detail on assigned functions. Ability to set priorities and meet deadlines for multiple projects. Ability to work as a team with other departments in the accomplishment of work tasks. Ability to work independently, with minimal supervision, and use rational judgment in making work-related decisions. Ability to interpret, explain, and enforce City ordinances, policies, and procedures. Ability to mediate and diffuse hostile situations, including negotiating disputes with clients/citizens. Ability to establish and maintain effective and working relationships with those contacted in the course of work.

Other Requirements

Valid Class "C" driver's license. Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee within two working days of receipt.

Subject to be on-call during non-working hours. May be required to work nights, weekends, and holidays.
