Job Description
PRIMARY PURPOSE:
The Weatherization Auditor/Inspector supports the Weatherization Program. This includes but is not limited to: contractor communications, scheduling, client services, complex data entry and program reporting. Additional responsibilities include managing invoices and project files, and compliance with federal, state and local regulations, grant requirements and agency policies. The position also provides support for ORCCA Energy Education Outreach Program.
ESSENTIAL JOB FUNCTIONS (Reason position exists is to perform these functions):
Field Staff and Contractor Support Duties: (40%)
Schedule weatherization audits and inspections and arranges appointments with clients and contractors.
Monitor in-process jobs through daily communication with contractors, vendors, auditors and inspectors to ensure timely completion.
Create all work orders and processes all invoices in a timely manner.
Issue work orders to contractors, coordinates purchase and installation of “specialty services” including, but not limited to: appliances, heating equipment, plumbing and electrical.
Update status information for active projects on a weekly basis.
Client Services: (30%)
Provide information, assistance and referrals for general inquiries for Weatherization and Energy Education programs, as well as available ORCCA services.
Provide written, phone and in person assistance with application process (occasionally off-site).
Coordinate client intake including evaluating client income documents to determine program eligibility.
Address emergency “no heat” situations expediently as they arise.
Recruit clients to maintain an appropriate level of participation in the program to meet grant-funding goals.
Act as the client’s advocate and fosters positive relationship. Explains weatherization process, discusses client responsibilities, importance of appointments, health and safety and quality control requirements.
Maintain weatherization waiting list which includes regular updates to clients while advising clients about requirements they must meet to stay enrolled.
Administrative Support Duties: (10%)
Perform clerical functions for Weatherization Program including but not limited to: word processing, copying, answering phones, taking messages, processing mail, ordering supplies, maintaining inventory, accurate filing systems, travel paperwork, petty cash and data entry.
Handle confidential materials and communications.
Conduct regular written and phone communications with staff, contractors and clients.
Create and maintain all client files including but not limited to: evaluating client applications, entering data into OPUS, updating spreadsheets, creating work orders and obtaining necessary signatures.
Compile all required health and safety documentation for each weatherization job.
Assure all contractor invoicing and payments comply with ORCCA fiscal policies.
Prepare and reviews program payment vouchers for accuracy, coding, and eligibility.
Coordinate special projects as requested.
Energy Education Workshop Duties: (10%)
Ensure all weatherization clients attend Energy Education Workshops per OHCS requirements.
Monitor inventory and orders kit items for Energy Education Workshops.
Provide support for Energy Education Workshops including creating and publicizing schedules, developing presentations, providing course instruction, registering participants and inputting data required for OHCS database.
Data Management: (10%)
Responsible for completeness and accuracy of program data and reporting.
Monitor all OHCS database entries including income, demographics, job costs and funding sources.
Compile and documents client energy consumption data from local utility companies as requested.
Perform data entry for special projects as necessary and provides instruction as requested.
Actively engage and support Diversity, Equity and Inclusion activities and inclusion in all work.
Responsible for personal safety, reporting incidents or accidents within a reasonable amount of time to supervisor or Safety Committee at Safetycommittee@orcca.us.
Responsible for picking up after one’s self and maintaining company owned equipment. Report damaged or malfunction equipment to supervisor, facilities maintenance or HR.
Performs other related duties as assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Responsible Managing Individual for ORCCA Contractor’s License required within 6 months of hire.
Building Performance Inspector (BPI) certifications required within 6 months of hire.
Lead Based Paint (LBP) certification required within 6 months of hire.
REM-design software certification required within 6 months of hire.
Ability to meet deadlines.
Ability to present and relate to diverse client populations.
Professional appearance, presentation and demeanor always.
EXPERIENCE AND EDUCATION REQUIREMENTS:
High school diploma or GED required. Associate’s or Bachelor’s degree is preferred.
Minimum 1 year experience in a position that required planning and completing assignments to meet objectives, deadlines and targets.
Strong working knowledge of office communication.
Two years minimum experience with the Microsoft Office suite.
Basic understanding of office equipment including copier, fax, and scanner.
In addition to English, ability to speak and write fluently in Spanish is preferred.
WORK ENVIRONMENT:
Geographic Area: Coos, Curry, and Coastal Douglas Counties Primary worksite: Coos Bay, Oregon.
May move or lift items up to 51 pounds.
Prolonged periods sitting at a desk and working on a computer.
Primarily indoors, in a climate-controlled environment; may not have access to sunlight. Occasional activities outside in a non-climate-controlled environment.
Potential for open workstations and cubicles with moderate to high noise; work from home where available.
Some travel-Required ODL and proof of insurance (ORCCA Policy).
OTHER:
Reliable method of getting to work.
Must be free from illegal drugs, may be subject to suspicion testing.
Must be able to pass the State of Oregon Criminal Background Check.
A current Oregon Driver’s License is required.
Proof of automobile liability insurance @ $100,000/300,000 liability limits and maintain such limits.
