Position Overview
The Illinois Department of Innovation and Technology (DoIT) is seeking a Web Applications Manager to lead our team supporting the Illinois Department of Human Services (IDHS). The DoIT Team at IDHS is leading a transformation to modernize the way citizens interact with the State of Illinois agency responsible for providing a wide variety of services to Illinois residents. The DoIT team at IDHS is seeking to hire a candidate with strong technical and people skills to serve as the Unified Health Systems Manager. The Unified Health Systems Manager is responsible for coordinating major project development, testing and implementation efforts proposed for DoIT Applications Management with primary focus on web-based processing and additional attention to mainframe applications. The successful candidate will need to be highly analytical, professional, communicate effectively, and possess excellent organizational skills. Job Responsibilities
1. Serves as the Web Applications Manager interpreting and implementing policies, procedures, and application standards of management information services.
2. Serves as full-line supervisor.
3. Coordinates work assignments involving Applications units to ensure resources are being used efficiently.
4. Meets with program administrators (Steering Committee) to discuss the status of work assignments and to document issues needing resolution.
5. Assists the Application Management Administrator and the Chief Information Officer (CIO) in establishing long-range objectives and priorities for DoIT-DHS, and to monitor and recommend best practices, with primary focus on web-based technology.
6. Prepares technology status reports, issue papers and other requested documentation in support of the Applications areas.
7. Keeps abreast of new developments in the Information Technology field.
8. Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
1. Requires knowledge and skill development equivalent to completion of four (4) years of college with course work in computer science or directly related fields.
2. Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a computer-based Management Information System.
Preferred Qualifications (in priority order)
1. Master’s degree with significant coursework in management information systems, computer science, or a related field.
2. Four (4) years of professional experience supervising professional information technology staff.
3. Four (4) years of professional experience interacting with and communicating in verbal and written form with internal and external stakeholders.
4. Four (4) years of professional experience working with project management processes for an information technology public or private business organization.
5. Four (4) years of professional experience with web-based applications for an information technology public or private organization.
6. Four (4) years of professional experience using Object Oriented design and development processes and tools, such as IBM WebSphere, Java, DB2, .NET, Rational Clearcase and Clearquest, Rational Application Developer, Team Foundation Server.
7. Four (4) years of professional experience working with web-based and/or mainframe application development processes and tools for an information technology public or private organization.
8. Four (4) years of professional experience working with database management processes for an information technology public or private business organization.
9. Four (4) years of professional experience working with staff development processes for an information technology public or private business organization.
10. Four (4) years of professional experience interpreting and implementing policies, procedures, and application standards of management information services.

Term Appointment:
Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Human Services’ discretion.
