911 Communications Dispatch Center Manager
Job description
The Iowa Department of Public Safety is looking to fill a 911 Dispatch Communication Center Manager (Public Service Supervisor).
The successful candidate will supervise and evaluate the work of subordinates; recommends personnel actions related to selection, disciplinary procedures, performance, leaves, grievances, work schedules, and assignments; administers personnel policies and procedures.
Collaborates with other managers on organizational, operational, and financial management matters. Serves as a member of the management team in evaluating/resolving operational problems and making decisions. Analyzes, collects, and disseminates relevant DPS Operational and ISICS core data to determine if enhancements or changes are needed for operations. Participates in internal communications management planning/policy-making meetings and provides advice on financial and operational matters.
Member of Regional Iowa Statewide Interoperability Communications System (ISICS RICS) committees and other ISICS committees.
Instructs ISICS users on the use of the Regional and Statewide talk groups and coordinate communications between DPS communications and local PSAP. Receive suggestions from DPS radio users and all Iowa Statewide Interoperability Communications System (ISICS) users within the communications centers' covered jurisdictions to consider changes, update protocols, or build enhancements to the system. Investigates problems, consults with appropriate personnel and takes appropriate action when required. ISICS is a statewide system administered by DPS and thus requires statewide cooperation.
Administer each Iowa/NCIC terminal and maintain compliance with all applicable CJIS rules and regulations. Maintain wanted person records from all State of Iowa criminal justice entities. Maintain relationships and coordinate status of wanted person and stolen article/vehicle entries with all State Clerk of Court Offices, DPS, DOT, DNR, DOC, IFB, Railroad Police, US Veteran's Affairs, and US Department of Justice law enforcement agencies. Maintain and assign quality control records for all stolen vehicles and warrants (serious/aggravated misdemeanor & felony) entered by all agencies in Iowa.
Develops internal communications policies/procedures for improving coordination among managers and supervisors (department-wide) and keeps staff informed of management goals/objectives, revised procedures, methods, and work changes.
Resolves work-related problems in areas that are not covered by contract, precedent or established policies.
Communicate with supervisors from other divisions and departments as well as the public so the problems and complaints are resolved relating to communications operations and policies.
Analyzes records and reports work production, expenses, equipment, and staff utilization for effectiveness and cost control to the Bureau Chief. This can be demonstrated by the required monthly MRS report that is compiled and tabulated at DPS Headquarters.
To perform the duties of this job the employee must be able to pass a Level 1 background investigation completed by a representative from the Department of Public Safety. Have and maintain a valid Iowa driver's license. Be certified in the use of the IOWA System and able to maintain certification (every 2 years). Understand the inner workings of the operations associated with the forward command Posts. (Palo, Fort Calhoun, and Rock Island). Understand that the operation/regulations of all communications equipment.
Wages are negotiable based on experience and work history.

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from high school (or GED equivalent) and experience equal to four years of full-time work experience in general office administrative support; specialized technical program support; or program administration, development, management, or operations.

Within a period of time after hire, as determined by the appointing authority, persons in this class may be required to obtain a Commercial Driver's License (CDL) and endorsements..
