Job description
The Iowa Department of Public Health (IDPH) and Department of Human Services (DHS) merged on July 1, 2022 to form one agency, the Iowa Department of Health and Human Services (HHS). We are seeking an Accountant 3 to join the team at the Glenwood Resource Center (GRC) in Glenwood, which offers a continuum of care to Iowans experiencing intellectual disabilities. Employees are eligible for a $1,500 retention payment for a commitment of 7 pay periods (14 weeks) and are eligible for renewal at the end of each 7 pay periods until the facility closes. This position will provide oversight and coordination of Fiscal Services at GRC along with directly managing the preparation of the budget and financial reports.
Job duties include:
Develop the annual budget and other financial reports in collaboration with the GRC administration. Assure compliance with all budgeting procedures of the Iowa Department of Management and the Iowa Department of Human Services.
Direct and/or oversee the preparation of several detailed and complex accounting reports including the Iowa Financial Accounting System, GAAP, Medicaid Cost Report, and other such reports. Supervise the development, modification, preparation, and accuracy of numerous spreadsheets that are necessary to generate information to complete these reports. Direct the preparation of numerous documents and reports in response to requests from State Legislators/Legislative Fiscal Bureau, Congressional inquiries, Iowa Department of Management, Iowa Department of Human Services, State of Iowa Auditors Offices, as well as Glenwood Resource Center Management.
Coordinate the approved facility spending plan with the purchasing department to assure that funding is available for the supplies and materials necessary to support the programs to assure quality care and treatment is provided to the clients who live at this facility. Monitor encumbered funds to assure accurate monthly projections.
Assist the Department Head by instructing subordinate staff in the Business Office by answering questions, and checking work. May provide input into recruitment, hiring, training, performance evaluations, disciplinary action, and requested leave.
Coordinate and oversee the development of cross-training and written procedures relating to all business office functions, including but not limited to the client bank, Medicaid and HCBS waiver cost reports, fixed assets, purchasing, and miscellaneous billing.
Interpret and assure compliance with all Federal, State, and department rules, laws and regulations in the areas of accounting, budgeting, purchasing, and client affairs. Serve as liaison for contact with the Auditor of State, Federal Auditors, and other regulatory agencies as it relates to the Fiscal Services Department of the Glenwood Resource Center.
