Under the supervision of the Director of Finance, the Accounting Specialist is responsible for intermediate accounting functions, including general ledger, monthly reconciliation of general ledger accounts, preparation of audit work papers and monthly and quarterly financial statements, accounts payable, and assistance in some aspects of the budget process including the GFOA Distinguished Budget Award. The successful candidate must be detail-oriented, function with a high degree of accuracy and professionalism, possess strong accounting and analytical skills, as well as effective public relations, communication, and organizational skills.
Experience: Five years of similar or related experience is required. College training in accounting or a related field may be substituted for up to two years of experience.
Education: A college degree in accounting or related field is preferred; high school diploma or GED is required.

POSITION SUMMARY
Under the supervision of the Finance Director, the Senior Accountant is a non-exempt position under FLSA. This position is responsible for advanced accounting functions, including general ledger, project accounting, monthly reconciliation of cash, preparation of audit work papers, year-end closing, assistance with bond and temporary note issuances, and assistance in the budget process including the GFOA Distinguished Budget Award. The employee must be detail-oriented, function with a high degree of accuracy and professionalism, and possess strong accounting and analytical skills, as well as effective public relations, communication, and organizational skills.
ESSENTIAL FUNCTIONS
· Assists with various aspects of the annual budget process, and responsible for portions of the budget document submitted to the Government Finance Officers Association for the Distinguished Budget Award;
· Assists in the issuance of bonds and temporary financing, including but not limited to preparation of detail project information;
· Under the supervision of the Finance Director, invests idle funds in conformance with applicable Kansas Statutes;
· Responsible for general ledger functions including some high-level journal entries and monthly cash reconciliation, including timely rectification of any errors;
· Tracks and timely remits principal and interest payments on general obligation bonds, temporary notes, and lease purchase agreements.
WORKING CONDITIONS:
· Prepares audit work papers, and responds to auditor inquiries and requests for documents;
· Review for accuracy and completeness reports prepared by other staff, e.g. monthly financial reports for Council agenda packet, monthly sales tax reports, quarterly 941 reports, etc.;
· Reconciles the project accounting report to the general ledger monthly;
· Writes off uncollectible accounts annually;
· Records State Set-Off Program payments;
· Responsible for delivering the deposit to the bank daily;
· Covers absences of Accounting Specialist as needed;
· Follows department policies and procedures;
· Follows safety procedures and practices;
· Performs other duties as deemed necessary or assigned.
MARGINAL FUNCTIONS
· Documents all processes and procedures of the position, continually updating to reflect current practices.
POSITION REQUIREMENTS
Experience: Five years of similar or related experience is required. College training in accounting or a related field may be substituted for up to two years of experience. Employee is expected to have acquired the necessary information and skills to perform the job reasonably well within six months to one year of employment.
Education: A college degree in accounting or related field is preferred. A high school diploma or GED is required.
Technical Skills: A thorough knowledge of accounting procedures and principles, mathematics, computers, word processing, and spreadsheets is required. This employee must be able to efficiently operate computers, printers, telephone systems, photocopiers, and other office equipment. The ability to type and perform 10-key with speed and accuracy, interpret data, follow department policies and procedures, and read and interpret written instructions, financial statements, reports, and other official documents is required. This employee must be highly accurate, detail-oriented, and possess strong accounting, organizational, public relations, and oral and written communication skills.
Problem Solving: Problem solving is a factor in this position. This employee encounters problems with errors in ledgers, data entry errors, and errors in the review of work prepared by others. Serious problems are reported to the Finance Director.
Decision Making: Some decision making involved in this position. This employee makes decisions about prioritizing daily work assignments and performing daily duties in the most efficient manner.
Supervision: This position is subject to supervision from the Finance Director. Does not have supervisory responsibilities over subordinate personnel.
Financial Accountability: This employee is responsible for bank deposits, accounting entries, department equipment and resources, assisting in the annual budget process, and timeliness in all aspects of the position.
Personal Relations: Frequent contact with co-workers and supervisory personnel and occasional contact with the general public and the organization's governing body is expected.
Working Conditions: No adverse working conditions exist within this position. Working in an office setting with a computer is the primary aspect of this position.
Physical Requirements: Physical activity associated with working in an office setting is required to perform the daily duties of this position.
