Under the supervision of the Water Resources Office Manager, incumbent plans and administers all fiscal programs for the department; manages a variety of fiscal duties such as monitoring allocations and appropriations, preparing monthly contracts, accounts payable and participating in budget formulation; prepares various fiscal reports, fixed assets, records and analyses; advises administrative personnel and other agency officials on departmental fiscal and budgetary matters, and ensures compliance with federal, state, and county regulations. Incumbent interacts with the Portage County Director of Budget & Finance and the Portage County Grant Administrator.
ESSENTIAL JOB FUNCTIONS:
- Serve as a Water Resource staff member for financial and budget purposes. Plan and administer all fiscal programs for the department including establishing and maintaining necessary accounting and purchasing; design and update fiscal accounting procedures; monitor and reconcile funds for each agency functions.
- Prepare yearly and monthly budgets and cash forecasts; prepare projections and allocation requests for the upcoming year with assistance from Auditor’s Office and Commissioners’ budget staff and signs off on low level budget decisions.
- Directs and oversees the requisition entry, purchase order maintenance, accounts payable, budget transfers.
- Direct/oversee the Fiscal Analyst.
- Ensure that all allocations, appropriations, and cash balances are expended in accordance with federal, state and county guidelines; authorize purchases, expenditures, and payments; ensure that agency bills are paid correctly and on time.
- Oversee the accounts payables receipt and disbursement of funds, the preparation of vouchers for authorized expenditures, and the preparation of all fiscal reports and record keeping systems; monitor accounts payable.
- Complete state and agency reports, e.g., analytical reports of fiscal operations, financial statements, cash flow for the capital improvement plan, manpower forecasts, expenditure and inventory reports, federal grant summaries and various correspondence; complete all monthly, quarterly, and annual fiscal reports; verify the data included in fiscal reports.
- Prepare, maintain, and oversee the preparation and maintenance of financial records, reports, and statements; monitor allocations, reimbursements, expenditures, and encumbrances for multiple grants & funding sources and ensure compliance with federal, state and county regulations.
- Perform data analysis, solve fiscal problems, and implement procedures, policies, and process improvements.
- Participate in long-range planning for the agency; review and analyze financial data; advise upper management on fiscal and budgetary matters; prepare special reports as required. Prepare or assist in preparation of annual plans, requests for proposals and /or bid specifications; monitor compliance with plans, proposals and specifications as required.
- Prepare agency for audits and serve as contact person for the Portage County Auditor’s office and the State of Ohio Auditors during yearly audits.
- Carry out supervisory responsibilities in accordance with the county’s policies and applicable laws; responsibilities include interviewing, hiring, training, assigning, and directing work, performance appraisal, discipline, addressing complaints and resolving problems, providing interpretation of County policies, procedures, rules, and laws.
- Assist Engineering with project cost accounting. Monitor project budgets and financial records, open/close projects.
- Develop financial reports to assist the Water Resources Director in the budget and financial management of the Department.
- Perform special financial analysis research tasks.
- Develop historical financial records for the Department including revenues and expenses.
- Maintain and performs complex computer spreadsheets, including linking spreadsheets and other databases.
- Perform related duties and special duties as assigned.
- Operate a motor vehicle as needed to perform the essential functions.
- Demonstrate regular and predictable attendance.
NON-ESSENTIAL JOB FUNCTIONS:
Performs related Essential and Non-Essential functions as needed.
I. JOB REQUIREMENTS
Equipment: Incumbent operates the following equipment: personal computers, printers, fax machine, copier, phone system, and calculator.
Computer Software: Ability to utilize electronic spreadsheets, word processing, e-mail, presentation software and operate computer linkage and data transfer software (preferable Microsoft Office software).
Critical Skills/Expertise:
- Knowledge of the principles and practices of governmental budgeting and reporting.
- Knowledge of modern research and statistical analysis.
- Knowledge of spreadsheet programs for personal computers.
- Comprehensive knowledge of accounting principals and practices.
- Ability to communicate effectively regarding public utility financial data in oral, written and presentation formats.

- Ability to interpret and analyze financial information and to develop effective, concise, management reports and statements.

- Ability to maintain multiple archived historical data files and retrieve data as requested placing information in a usable format for intended current purpose.
II. DIFFICULTY OF WORK
Work involves high complex, detailed financial data and information, working with a variety of tasks and people, requiring the application of many established rules, regulations, laws, and procedures as applied to complex issues. Incumbent must be able to analyze a vast amount of data, while ensuring adherence to the state and federal law.
III. RESPONSIBILITY
- This is a responsible position with considerable independence requiring a significant amount of judgment and sensitivity to the fiscal operations issues facing the Water Resources Department. Incumbent makes decisions daily with input from the Office Manager and is responsible for fiscal accountability of the Portage County Water Resources Department. Errors in work could cause decisions to be made which could deplete operating reserves or impose excessive financial demands on customers. Must handle unprecedented types of problems by applying or extending accepted methods or developing new ones. All of which would adversely impact the County’s financial enterprise fund and customers of the County.
PERSONAL WORK RELATIONSHIPS
- Incumbent has continual contact with the Office Manager, Operations Manager, Planning Manager, Engineering Manager, Director and their respective supervisory staffs, County Board of Commissioners, Department of Budge & Finance Director, Grant Administrator, and the public. The Department operates in a team atmosphere and the incumbent is expected to function in a team atmosphere.
- PHYSICAL EFFORT AND WORK ENVIRONMENT
Physical Requirements: Incumbent performs sedentary work that may occasionally require lifting up to twenty-five (25) pounds. Ability to operate a motor vehicle.
Physical Activity: Incumbent performs the following physical activities: stooping, kneeling, reaching, lifting, fingering, talking, listening and repetitive motions.
Visual Activity: Incumbent performs work where the seeing job is close to the eyes and a computer monitor may be used for extended periods of time.
