The County of Napa is currently establishing an eligibility list to fill vacancies within the Agricultural Commissioner's /Sealer of Weights & Measures Office. The Agricultural/Weights and Measures Inspector I/II/III job series can be filled at any level, depending on qualifications and required licensure.

Recruitment Process:
1. Applications will be accepted until 5:00 P.M. on MARCH 31, 2023.
2. Applications will be screened for minimum qualifications and scoring of supplemental responses by subject matter experts will take place the week of April 3, 2023. The most qualified applicants from the scoring of the supplemental questions will be invited for an Oral Panel Interview.
3. Oral Panel Interviews are tentatively scheduled to take place the week of April 17, 2023. Only the most qualified candidates from the interview process will be placed on the eligibility list and may be considered to fill positions for up to one year.

The following duties are typical for this classification. Incumbents may not perform all the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Agricultural/Weights and Measures Inspector I
Provide services and inspections relative to the enforcement of state and federal laws and regulations; enforce state and federal pesticide regulations through the issuance of permits, on-site inspection and monitor applications for the use of appropriate pesticides according to their registered labeling. Investigate pesticide use complaints, pesticide illnesses, pesticide residues reported on produce, pesticide damage incidents, pesticide environmental effects; take appropriate action when non-compliance of the pesticide laws or regulations are found, including issuance of Notices of Violation and citations and prepare cases for administrative civil penalty actions or referrals to the District Attorney. Evaluate and issue restricted material permits and operator identification numbers; test, evaluate, educate and certify users of pesticides on the safe use/handling of pesticides; register pest control businesses and provide pesticide safety education; review pesticide use reports; assist in developing and presenting training programs related to pesticide laws and regulations to various groups. Inspect pesticide storage areas and equipment; conduct field worker inspections and review and evaluate business and employee safety records for growers, pest control operators, municipalities, pesticide dealers and pest control advisors; evaluate and approve proposed sites and notices of intent for pesticide applications. Inspect shipments of plant material entering the County to prevent the introduction of injurious insects, diseases, noxious weeds and animal pests; inspect and certify plant product shipments for export to other states or countries. Inspect and conduct record audits on areas of production and sales of organic products for compliance with state and federal regulations; confer and advise producers, retailers and distributors on matters related to organic regulations; perform investigations and enforce organic regulations. Assist in inspecting and certifying farm markets and agricultural production areas to ensure compliance with Direct Marketing regulations; assist in the inspection of beehives recognizing bee diseases and knowing their treatments. Assist the lead inspector in the Biological Control program by performing surveys, collecting samples and monitoring biological control release sites; assist the lead inspector in the Vertebrate Pest Control Program and in the control or eradication of noxious weeds. Inspect and sample wine grapes to determine and record the average percentage of soluble solids in each lot or load. Inspect fruits, vegetables, nuts, eggs, and honey at wholesale and retail for compliance with state and federal grades, standards and labeling requirements; issue notices of non-compliance and/or disposal orders as necessary. Inspect nurseries for detection of pests; take appropriate action to eradicate harmful pests including the issuance of certificates of compliance, notice of non-compliance, or citations. Collect fees approved by the Board of Supervisors in support of departmental programs. Answer questions and provide information to the public, private industry, government agencies and community groups; conduct studies and gather information and statistics for reports; prepare reports and correspondence. Inspect and test commercial weighing and measuring devices and volumetric measures for accuracy and compliance with established tolerances using standard weights and measuring devices. Condemn use of commercial scales and measures not meeting required standards; prepare associated inspection reports and issue inspection certificates or violation notices. Seal commercial weighing and measuring devices that meet required standards. Inspect prepackaged commodities and petroleum products for accuracy of weight or measure, correct labeling and adherence to required specifications. Verify accuracy of commercial scanning devices; verify Weighmaster licenses and determine whether certificates of weights and measures are being issued correctly. Perform detailed investigations of suspected unlawful practices concerning commercial weighing and measuring practices; prepare reports of such actions for possible enforcement action. Assist in the repair and maintenance of vehicles, test weights, standards and other department equipment. Safely handle and recognize and initiate appropriate response to mishandling of flammable gasses, gasoline and diesel. Ensure a safe work environment and participate in departmental safety programs. Perform related duties as assigned.
Agricultural/Weights and Measures Inspector II
In addition to the duties for the Agricultural/Weights and Measures Inspector I the Agricultural/Weights and Measures Inspector II may also perform the following duties:
Participate in investigations with personnel from other agencies. Inspect and certify farm markets and agricultural production areas to ensure compliance with Direct Marketing regulations; investigate complaints; issue certificates of compliance or notices of non-compliance with orders and instructions to recondition or otherwise bring into compliance commodities which do not conform to government regulations; assist in the development of schedules for the inspection of markets and growing grounds. Conform to all applicable laws, regulations and standards when using pesticides; use pesticides in a safe manner. Inspect bee hives; recognize bee diseases and know their treatments; interpret and enforces provisions pertinent to bees; maintain communication with local beekeeping community and serve as an informative resource; keep current with events and research relevant to bees. Perform the more difficult and complex detailed investigations of suspected unlawful practices concerning commercial weights and measures and prepare reports of such actions for possible enforcement action. May provide technical assistance and guidance to the incumbents in the Agricultural/Weights and Measures Inspector I class. Perform related duties as assigned.
Agricultural/Weights and Measures Inspector III
In addition to the duties of Agricultural/Weights and Measures Inspector II, the Agricultural/Weights and Measures Inspector III may also perform the following duties. Plan, prioritize, take the lead and give advice on noxious weed control and eradication programs; coordinate the activities of a Weed Management Area group; select, purchase, use, repair and maintain equipment used in noxious weed programs; stay current on methods, chemicals and equipment used in the survey, detection, identification, control and eradication of noxious weeds; stay current on state and federal laws pertaining to noxious weeds. Develop countywide programs for biological controls; coordinate surveys; collect data and prepare reports on Biological Control Programs. Oversee Vertebrate Pest Control Program, which includes field evaluation of vertebrate pest problem; evaluate control methods and strategies and when required, supply various toxic rodent baits and provide advice to the public on their safe and proper use. Direct growers on the proper control of depredating birds in agricultural crops and coordinate grower activities and prepare required reports. May act as an Advocate on cases for administrative civil penalty actions or referrals to the District Attorney. May assist in training other Agricultural/Weights and Measures Inspectors. May provide lead supervision for other staff, which include coordinating, assigning, scheduling and prioritizing work; provide training to less experienced staff. May perform the duties of the Agricultural/Weights and Measures Inspector IV in that person's absence. Perform related duties as assigned.

Experience:
Agricultural/Weights and Measures Inspector I
Agricultural/Weights and Measures Inspector II
One year of professional experience performing agricultural and weights and measures inspection work equivalent to work performed by a licensed County Agricultural/Weights and Measures Inspector I.
Agricultural/Weights and Measures Inspector III
Two years of professional experience performing agricultural and weights and measures inspection work equivalent to work performed by a licensed County Agricultural/Weights and Measures Inspector II.
Education:
Agricultural/Weights and Measures Inspector I/II/III
Graduation from a four-year college with major course work in agricultural, biological or physical sciences, chemistry, engineering, mathematics, statistics or a related field. (Any person meeting the minimum qualifications for eligibility for the California Department of Food and Agricultural, County Agricultural Inspector/Biologist Licensing Examinations is deemed to meet the educational requirement.)
License or Certificate*:
Agricultural/Weights and Measures Inspector I
Possession of any of the following licenses issued by the California Department of Food and Agriculture: Pesticide Regulation, Pest Prevention and Plant Regulation, Commodity Regulation, Investigation & Environmental Monitoring, Integrated Pest Management, Weight Verification, Measurement Verification or Transaction & Product Verification, is highly desirable. Applicants who are otherwise qualified but who lack the required licensing, may be appointed with the provision that one of the desirable licenses is obtained within six months after initial appointment. Failure to obtain licensure may result in termination of employment.
Possession of a valid California State driver's license.
Within nine months of hire, Inspectors may be required to obtain a Class A driver's license, as required by the Department and the program in which they work.
Agricultural/Weights and Measures Inspector II
Possession of a combination of three Inspector licenses issued by the California Department of Food and Agriculture related to the primary programs in which they work.
Possession of a valid California State driver's license.
Within nine months of hire, Inspectors may be required to obtain a Class A driver's license, as required by the Department and the program in which they work.
Agricultural/Weights and Measures Inspector III
Possession of a combination of five Inspector licenses issued by the California Department of Food and
Agriculture related to the primary programs in which they work.
The additional two licenses that make up the Agricultural/Weights and Measures Inspector licensing may be acquired in any combination.
Possession of a valid California State Driver's License.
Within nine months of hire, Inspectors may be required to obtain a Class A driver's license, as required by the Department and the program in which they work.
