Airport Operations Supervisor

This recruitment is open to the public. The eligible lists established through this recruitment will be used to fill a current vacancy within John Wayne Airport and may be used to fill any future vacancies in other agencies throughout the County of Orange. This recruitment may also be used to fill positions in similar and or lower classifications.

JOHN WAYNE AIRPORT

John Wayne Airport (JWA) has approximately 125 dedicated staff and is home to eleven commercial airlines, two commuter airlines, two all-cargo carriers, two full-service and two limited-service Fixed Base Operators, and over 360 general aviation aircraft. JWA is owned and operated by the County of Orange and is a modern, 20-gate, medium-hub commercial and general aviation airport located approximately 35 miles south of Los Angeles. In 2022, JWA served over 11.36 million passengers, in a community of over three million, who live within the 34 cities and unincorporated areas of Orange County. Since 2017, JWA has been consistently ranked first or second in overall customer satisfaction for its size. JWA is one of the top-50 busiest commercial airports in the country in terms of both passenger enplanements and total operations and is also one of the nation’s busiest General Aviation airports.



JWA has an annual budget of approximately $200M and operates as an enterprise fund self-supported/funded agency and receives no monies from the County’s General Fund. These revenues are to operate and optimize the Airport, repay bonds, fund capital improvements, maintain assets, and support aviation planning.

AIRPORT OPERATIONS DIVISION

John Wayne Airport (JWA) Operations Division is responsible for the day-to-day oversight of JWA activities, ensuring JWA operates safely, securely, effectively and within the scope of strict federal regulations. Each day, Airport Operations staff conduct on-site inspections; address the needs of all tenants, patrons, and other customers; issue and track employee identification badges and other access cards and keys; manage parking facilities; and monitor the activities of ground transportation providers. The division consists of two areas: Airside Operations and Landside Operations.

THE OPPORTUNITY
This position will direct, plan, organize and oversee Airside/Landside operations activities at John Wayne Airport. The incumbent will oversee administrative activities of the Operations Division through subordinate operations staff assigned to multiple shifts operating seven days per week; monitor all airfield and terminal activities for compliance with Federal Aviation Administration (FAA), Transportation Security Administration (TSA), State and Local regulations, and actively participate in Airport emergencies. In addition, this position supervises three (3) Airport Operations Officers.

WORK HOURS (4/10) Rotational Shift
The selected candidate should be available to work various shifts, including days, nights, weekends, and holidays.

MINIMUM QUALIFICAITONS
Two (2) years of full-time experience as an Airport Operations Officer with the County of Orange;

Or

Three (3) years of experience in an equivalent operations officer position at a comparable airport;

Or

Four (4) years of experience at a Part 139 certificated commercial service airport performing airport operations or airport management duties.

CORE COMPETENCIES
In addition to meeting the minimum qualifications above, the successful candidate will perform a variety of airport related operational activities and supervisory tasks. The ideal candidate will demonstrate hands on experience working with Airport Airside and Landside operations.

In addition, the ideal candidate will possess extensive knowledge and experience in the following core competencies:

  • Providing clear and concise instructions to staff and others in order to ensure compliance with regulations, policies and procedures.
  • Supervising, training, assigning work to staff, monitoring activities and evaluating staff work performance.
  • Scheduling staff to meet a seven day a week, multiple shift need.
  • Leading confidently by taking responsibility for routine decisions and emergency actions.
  • Motivating staff and teambuilding

INDUSTRY I SAFETY KNOWLEDGE
  • Performing safe work practices while enforcing rules and regulations and applicable codes, ordinances, and laws.
  • Understanding and applying safety regulations as well as conducting safety training programs.
  • Understanding, interpreting, and applying complex policies, rules and regulations including airport airside and landside operations and procedures, air carrier operations, general aviation and FAA regulations regarding airport certification, safety, and security.

ORGANIZING I PLANNING & PROBLEM SOLVING
  • Organizing and planning effectively to ensure high productivity and efficiency.
  • Prioritizing workload to meet departmental goals and deadlines.
  • Assisting with preparation of section budget.
  • Coordinating the response to airport emergencies and other incidents.
  • Making sound decisions within a professional ethical framework.
  • Identifying issues as well as knowing when to notify and/or involve others prior to making a decision.
  • Using good judgment to accurately assess and resolve day to day operational problems.

ORAL I WRITTEN COMMUNICATION SKILLS
  • Accurately and concisely exchanging information with others both orally and in writing.
  • Using modern technologies to access and distribute information.
  • Establishing and maintaining cooperative relationships with airport users, tenants, and the public.

LICENSE REQUIRED
The successful candidate must possess, obtain and maintain the following licenses:
  • Valid California Driver's License, Class C or higher, by date of appointment
  • Valid Airport Access Badge with an Airport Driving Endorsement within ten (10) days of employment
AIRPORT ACCESS REQUIREMENTS
The successful candidate must clear a background check which includes a Criminal History Records Check (CHRC), Transportation Security Administration (TSA), and Security Threat Assessment (STA).

PHYSICAL, MENTAL, ENVIRONMENTAL, and WORKING CONDITIONS
Physical and Mental Requirements
Body mobility and agility to move quickly, crawl, stoop, and bend; strength to lift and carry heavy objects, such as human bodies and emergency equipment and supplies, and to push or pull heavy stationary objects short distances with or without assistance when responding to emergency situations, and frequently lift and/or carry 25 pounds; stamina to stand, with little movement for prolonged periods of time (2 hours or more); tolerance to work around jet aircraft noise and potentially irritating chemicals or biological agents; see well enough to drive motor vehicles, to read fine print, and to identify and distinguish between colors; speak and hear well enough to communicate clearly and effectively, in person, to groups of people, over the telephone and two-way radio; manual dexterity to hand write, key information into a computer, and to operate various types of communication and video equipment.

Environmental and Working Conditions
Will be required to work inside various airport structures, and work outdoors amid loud noise and fumes in all weather conditions.

RECRUITMENT PROCESS

Eligible List | Score Groups : Once all assessments have been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
Completion of a background investigation to the satisfaction of the County may be required for some assignments.
