St. Joseph's Foundation is a voluntary organisation providing comprehensive services for people with intellectual disabilities. Founded in 1968 the Foundation has grown through continuously responding to the needs of people with intellectual disabilities and their families.The Foundation presently provides early intervention, pre-school, school, adult day services, residential, respite care, elder care and home support in the North Cork and South West Limerick region. We have day services in Charleville and Liskennett with residential services in Co Limerick: Ballylanders, Croom, Ballyagran, Bruree, Kilmallock, Dromcollogher and in Co Cork: Charleville, Dromina, Newtownshandrum, Buttevant and Newmarket.


JOB TITLE:
AREA MANAGER (CNM3)

REPORTING TO:Head of Client Services

LOCATION

Initial location in St Joseph’s Foundation Main Administration

Building and may include an office located within area ofresponsibility.

INITIAL HOURLY

39 Hours per week (Rostered and On-Call Duties apply)


JOB GOAL:


To manage and develop the Foundation’s Residential and Respite Care services ensuring the needs of residents within the Foundation’s care are met within a person centred planning approach and that all residential services comply with the National Quality Standards: Residential Services for People with Disabilities.


The ideal candidate will have:

  • Qualification in nursing/social care. (Up to date NMBI registration essential for nurses).
  • Not less than 5 year’s experience working with children/adults with an intellectual disability in a residential setting.
  • Proven managerial skills with not less than three years’ experience at management level and an appropriate management qualification to Fetac/QQ1 level 6 or equivalent.
  • Candidates must possess the requisite knowledge and ability including a high standard of suitability and clinical, managerial and administrative capacity to properly discharge the functions of the role.
  • Experience of managing residential budgets.
  • A detailed knowledge of HIQA.
  • Experience working with adults with behaviours that challenge (desirable).


DUTIES:


1.
Staffing & Leadership.

  • To provide guidance and support to the Persons in Charge in the development of the residential teams and objectives.
  • To ensure that the Persons in Charge are supported to manage their area of responsibility and to be in compliance with the Regulatory Framework and the National Quality Standards: Residential Services for People with Disabilities.
  • To ensure that Persons in Charge & staff in residential services foster parental/family involvement and co-operation in the lives of the residents.
  • To develop and conduct a system of reporting and review with each Person in Charge in their area of responsibility
  • To ensure that Persons in Charge & residential staff attend to matters pertaining to residents’ medication i.e. records, liaising with GP’s etc.
  • To lead, manage and evaluate interdisciplinary care for residents in the designated area.
  • To visit and monitor all residences on a regular/rostered basis & unannounced basis.
  • To lead residential staff using a consultative and approachable management style and regular team meetings in association with the Head of Client Services.
  • To support the process of person-centred planning within area of responsibility.
  • To ensure that Persons in Charge & all staff work within their area of responsibility and within their professional scope of practice.
  • To ensure that all new staff in residential/respite care services receive an adequate induction programme, have a clear understanding of their duties, responsibilities and the standards of performance expected of them at all times.
  • To ensure that Persons in Charge & all relevant staff are kept appraised of the Foundation’s policies and procedures.
  • To carry out goal setting and development with designated staff.


  • To liaise with other services as appropriate i.e., Foundation’s Centres, Voluntary Organisations, Schools, and Health Centres etc.


2.
Professional & Clinical Responsibility

  • To ensure each resident is treated with the utmost dignity and respect at all times.
  • To ensure that service users receive the highest standard of clinical/holistic care.
  • To ensure that service policies and procedures are implemented and monitored within their area of responsibility.
  • To ensure practices in the workplace comply with relevant legislation.
  • To uphold the code of professional conduct in practice.
  • To make evidence-based decisions in a transparent manner by involving and empowering others.
  • To embrace advocacy in the delivery of person cantered care.
  • To ensure that complaints received are dealt with in accordance with the Foundation’s complaints policy.
  • Respond to all emergencies within the designated area in an appropriate and timely manner.
  • Ensure the highest standard of confidentiality is maintained at all times.

3.Planning

  • To prioritise and respond to demands under pressure or in emergencies.
  • To ensure that a system of record keeping and reports for operational activities, planning of meetings, case conferences and other events are maintained.
  • In association with the Head of Client Services plan short, medium and long-term goals regarding residential/respite services to achieve desired outcomes.
  • In association with the Head of Client Services and relevant Person in Charge organise and implement a booking system for respite care for adults and liaise with families and/or external agencies re same.


  • In association with the Head of Client Services schedule and attend on a monthly basis (or as required) a joint meeting of representatives for all residences.


  • In association with the Head of Client Services convene and attend when necessary, all meetings relating to residential/respite care.


  • Advise and initiate discussion with the Persons in Charge on desirable developments, improvements in services quality and cost saving strategies in the residential/respite services.


4.
Human Resources

  • Assist the Head of Client Services with the recruitment and retention of staff
  • Ensure that relevant staff within area of responsibility participate in the performance management programme
  • Contribute to the development of an organisational culture conducive to the establishment and maintenance of good staff morale.
  • Ensure that Persons in Charge receive adequate induction programme, have a clear understanding of their duties, responsibilities and the standards of performance expected of them at all times.
  • Assist the Head of Client Services in the initialisation of grievances and disciplinary procedures in accordance with Service policies and procedures.
  • To ensure that the Time & Attendance (TMS) is operational in all residences in your area of responsibility.
  • Regularly monitor levels of absenteeism taking appropriate corrective action where necessary.
  • In collaboration with all disciplines promote good employee relations in accordance with human resource policies.
  • Act as mentor for relevant staff
  • Develop action plans with staff to operationalise relevant parts of the centre and strategic plans
  • Foster the development and maintenance of good team relations.
  • Provide professional development opportunities for all staff in area of responsibility.

5.
Finance

  • To ensure efficient and effective use of resources.
  • To ensure that service user’s monies are managed in accordance with the Foundation’s policy.
  • To ensure that all residences control expenditure, work within an agreed budget and track variances.


  • Quality, Education and Research (Incl Professional Development)
  • To develop, monitor and work to improve the team processes, encourage team review and reflection
  • To monitor and evaluate methods of quality assurance and clinical effectiveness.
  • To participate in continuous professional development particularly in the area of intellectual disabilities.
  • To ensure that clinical practice in area of responsibility is evidence based.
  • Support Persons in Charge and staff teams in the preparation for HIQA inspections ensuring standards are met.

7.Health & Safety

  • To ensure all accidents/incidents are reported and documented in accident/incident book as held in each residence.
  • To ensure that senior managers are contacted in accordance with Foundations’ policy, inthe event of a major incident or accident.
  • To ensure that all aspects of Health & Safety are effectively managed, and any problems orshortfalls addressed and accelerated to your line manager if necessary.
  • To ensure that residential staff monitor, respond to and report all accidents and incidents following agreed policy and procedures.
  • To make oneself aware of the Foundation’s duties and the employee duties under the Safety, Health and Welfare at work Act 2005.
  • To report faulty equipment and fittings to the designated person.
