This position performs safety and security services for commercial and general aviation aircraft and airport facilities including fire protection, first responder services for medical emergencies, security in the SIDA area and general airport maintenance.
- Maintains a state of readiness for emergency response by:
- Serves in an on-call capacity. Responds to airport emergencies performing aircraft rescue and firefighting during emergency incidents for general and commercial aviation clients.
- Treats individuals in medical emergencies as first responder.
- Inspects and maintains a record of all aircraft operating areas regularly for safety and compliance with Federal Aviation Part 139 Regulations and Airport Certification Manual including but not limited to:
- Enforces compliance with the Airport Rules and Regulations and the Airport Security Program
- Provides customer service to Airport users and the broader Airport community; inspects terminal for maintenance items and performs minor terminal maintenance repairs; troubleshoots systems.
- Facilitates parking lot operations and parking equipment maintenance or repair. Troubleshoots hardware and software faults. Provides customer service to users of the parking lot.
- Patrols terminal curbside to ensure compliance with airport and TSA regulations. Enforces vehicle parking restrictions, including the issuance of citations for unattended vehicles.
- Operates, maintains and performs minor repairs to heavy equipment including ARFF vehicles and snow removal equipment.
- Performs mowing operations on airfield grounds, including Runway Safety Area (RSA) surfaces. Maintains RSA to meet all Part 139.307 and 139.309 requirements.
- Maintains and tests high voltage runway and taxiway lights and other visible avigation aids. Replaces bulbs, ballasts and fixtures as needed.
- Conducts preventative maintenance on equipment such as airfield lighting, generators, gates, mowers, and other equipment.
- Operates light and heavy equipment in the duties required; removal equipment airside and landside; operates light and heavy mowing operations equipment; forklifts, graders, backhoe, heavy plow trucks, high speed brooms and rotary snow blowers.
Fiscal Responsibilities: Incumbent has no direct fiscal responsibilities.
City Organization Duties and Responsibilities:
- Represent the Department and City to other City staff and members of the public.
- Provide quality customer service to individuals needing assistance.
Supervisory Relationships: Works under general supervision of the Fire Chief within the scope of general policies, procedures and objectives. Work is carried out in accordance with standard practices, instructions or previous training. Employee handles some unusual situations independently with completed work checked for feasibility and compatibility with other work or effectiveness in meeting objectives of the department.
JOB QUALIFICATIONS – KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of:
- Aircraft Rescue and Firefighting (ARFF) techniques and procedures.
- Federal Aviation Administration regulations, Transportation Security Administration regulations, and all applicable state, federal, and local laws and regulations.
- Basic operations of airport lighting systems, approach lighting systems, radio navigational aids, runway approaches, and other operational aspects of a commercial airport.
- Principles, practices, policies and procedures of Airport operations.
- Airport lighting systems, approach lighting systems and radio navigational aids.
- Aircraft rescue and firefighting techniques and procedures, emergency first aid techniques and procedures, and disabled aircraft removal procedures.
- All applicable state, federal and local laws, rules and regulations related to Airport firefighting.
- Use of computers and common applications related to duties. Knowledge of the Microsoft Office Suite at a basic skill level.
- Practices, methods, tools, materials, and equipment utilized in support of Firefighting and Airport Rescue and firefighting which may include snow removal equipment and vehicles
- Knowledge of emergency medical techniques and procedures.
- Procedures, policies and operations within area of assignment.
- City employee handbook policies and procedures.
- NIMS, including IS100, IS200, IS300, IS400, IS700, and IS800B
- Operating and maintaining all equipment utilized in the performance of the essential functions of this position including but not limited to: including specialty aircraft rescue firefighting equipment or emergency equipment Friction Monitoring Equipment, Heavy snow plows, large rotary snow blowers, high speed runway brooms, Audio-Visual Equipment, Chemical Agents, Computer, General Office Equipment, Vehicles, Aircraft Removal Equipment, Photographic Equipment, Communication Equipment.
- Operating emergency reporting systems and other technology.
- Communicating clearly and concisely primarily in verbal form.
- Ability to read and interpret documents such as safety rules, FAA advisory circulars, operation and maintenance instructions, procedure manuals and so forth.

Work Environment: Work environment includes exposure to wet or humid conditions, extreme heat,
smoke and fire, fumes or airborne particles, toxic or caustic chemicals, outdoor weather
conditions, and risk of electric shock. The incumbent’s working conditions are often loud. Must be
willing and able to work all shifts including nights, weekends and holidays.
Physical and Mental Requirements/Activities:
- This work requires the frequent exertion of up to 100 pounds of lifting/moving or force and occasional lift,
- Ability to hold against nozzle thrust of 100 pounds.
- Ability to wear and operate in structural firefighting gear with an SCBA pack, including breathing through an SCBA mask.
- Work regularly requires the ability to stand, walk, sit; use hands to finger, handle or feel; reach with hands and arms; balance, stoop, kneel crouch or crawl; and speak and hear.
- Specific vision abilities required by this job include close, distance and peripheral vision; depth perception; and the ability to adjust focus.
- Acceptable verbal and conversation skills to effectively communicate with others in English.
- Ability to understand and follow oral and written instructions.
- Ability to read and write English and interpret documents such as safety rules, Emergency Response Guidebook, material safety data sheets, operation and maintenance instructions, procedure manuals, and so forth.
- Ability to recognize occupational hazards in work activities and take safety precautions.
- Maintain mental capacity which allows the capability of making sound decisions and following
- Maintain physical condition appropriate for the performance of assigned duties and responsibilities.
Minimum Education and Certification: Equivalent to completion of High School or GED. Associate or
Bachelor’s degree in aviation preferred. Pilot license preferred. IFSAC Firefighter certification
preferred. Valid State Driver’s License. Must pass background check to work in a TSA secured area.
Minimum Experience: One to two years of progressively responsible related experience in safety, security, firefighting and/or rescue operations or a combination of education training and experience which provides the required knowledge, skills and abilities to perform the position duties and responsibilities.
Certifications Required: Completion of basic ARFF Academy within 120 days of employment, EMR or EMT-Basic Certification within six months of employment. Preferred certifications include AAAE ACE Certified Employee
Program, IFSAC Firefighter certification.
