GENERAL DESCRIPTION:

The Department of Family Services is looking for a Data and System Analyst who will in part be responsible for the oversight of the Department’s Comprehensive Child Welfare Information System (CCWIS). This position will perform the function of system administration to include support of the development, implementation, and maintenance of the CCWIS. This will include system user management, external portal oversight, and system interfaces. The position will be responsible for managing change requests, verifying and adding approved providers, and defining and documenting user requirements. This position will also require data collection, analysis, and reporting for Social Services related programs and external requests. This position may also assist with policy and rule development and provide training to staff and/or other related entities when requested.

  • Provide CCWIS administrative support to oversee user access and external portal usage and maintenance.
  • Provide technical assistance and oversight related to data entry and collection to improve outcomes and identify best practices in the provision of social services.
  • Assist with multi-department decision-making.
  • Facilitate and/or participate in meetings to provide expert information and technical assistance.
  • Identify potential CCWIS-related problems and identify solutions.
  • Advise administration of CCWIS compliance and progress to meet state and federal requirements.
  • Respond to requests for data by determining users' needs, collecting, organizing, and analyzing data, and providing accurate and complete reports.
  • Analyze, collect, classify, manipulate, store, retrieve, move, and disseminate information for the Social Services Division.
  • Extract and manipulate data using approved Agency business intelligence tools by developing large and complex queries. Identify trends and changes.
  • Perform checks and audits of various data sources to ensure data is accurate and complete.
  • Produce ad hoc and standard periodic reports to meet users' needs using a variety of business intelligence tools.
  • Serves as an internal resource and consultant on social services-related data including validating program efforts relating to data and data extraction.
  • Develop an understanding of performance metrics, design reports, and perform analyses to track and evaluate the effectiveness of process changes.
  • Communicate with many levels of the organization, verbally encouraging teamwork and collaboration, as well as in written format with reports and summaries.
  • Meet assignment timelines and due dates. Prioritize and manage assigned workload based on users' needs and leadership guidance.
  • Undertake special projects and studies relating to social services and the provision of services.
  • Determine program effectiveness in achieving goals and objectives by assisting with the division's CQI program and other performance improvement activities.
  • Work with and train other system partners, data entry specialists, and others to perform various ad-hoc analyses and reports as requested. Respond to requests for data by determining users' needs, collecting, organizing, and analyzing data, and providing accurate and complete reports.
  • Perform user acceptance testing on software platforms developed for purposes of data collection, validate data entry protocols, and perform routine data and report validation activities.
  • Attend data management and reporting specific training or conferences.

Qualifications


PREFERENCES:

Preference will be given to applicants who possess a knowledge of Department of Family Services Social Services policy, procedure, and practice. Must have a strong work ethic, be detail-oriented, be self-motivated, and be trustworthy. Must be able to work with confidential information, work independently, be a good team member, and have strong communication, stress management, and time management skills.

KNOWLEDGE:


  • Knowledge of various data analyses such as data mining; statistical analysis, categorical analysis; exploratory analysis; confirmatory analysis; and predictive analytics.
  • Ability and experience in understanding and using complex database systems and tools such as a Data Warehouse, Tableau, Power BI, or other business intelligence tools.
  • Skilled in the Google Suite and Microsoft Office, including Excel, Access, Word, and PowerPoint. Ability to examine and review data and reports for completeness, accuracy, and conformance with regulations.
  • Skills in research and analysis of complex problems; use of complex software systems. Analysis of data and identification of problems and solutions; decision-making and evaluation of results.
  • Ability to project trends and expenditures.
  • Ability to work with complex data in undefined activities and constantly changing conditions, situations, and problems which require good judgment in determining work methods to achieve desired results.
  • Ability to quickly identify problems; prioritize needs; research solutions; make decisions and implement policies and processes in a timely, responsive, and cost-effective manner.
  • Analyze research data, assist in designing projects; establish methodologies for consistent data collection; prioritize projects; recommend project enhancement; research issues using statutes, rules, and regulations; may assist in preparing procedures manual.
  • Clear and effective communication techniques that can adapt based on the audience. Project management and workgroup facilitation.
  • Contract management and IT interface development and implementation.
  • Knowledge of the following: IT interface development and implementation, data collection and interpretation, statistics, and management analysis.
  • Experience demonstrating knowledge of complex data collection and analysis and ability to plan, analyze, conceptualize, and communicate data analysis effectively.
  • Understanding the complexity of the CCWIS and basic contract management tools and strategies.
  • Ability to do the following: Manage and coordinate complex integrations of unique programs and data sets, research and analyze issues; identify of options and solutions; ability build consensus among stakeholders.

  • Ability to work with limited supervision.

MINIMUM QUALIFICATIONS:


Education:

Bachelor's Degree (typically in Records or Data Management)


Experience:

0-3 years of progressive work experience (typically in Records and Data Management) with acquired knowledge at the level of a Records & Data Management Specialist II


OR


Education & Experience Substitution:

4-6 years of progressive work experience (typically in Records and Data Management) with acquired knowledge at the level of a Records & Data Management Specialist II
