Position Overview
The Division of Rehabilitation Services (DRS) is the state’s lead agency serving people with disabilities committed to diversity, equity, inclusion, accessibility, and racial justice. The mission of the Division is to assist individuals with disabilities in achieving their goals of employment, education, and independent living. The Division of Rehabilitation Services is seeking to hire a dynamic and detail-oriented budget manager with strong leadership and communication skills for this position. This position serves as the Division’s Chief Budget Officer responsible for the statewide budget, fiscal and contract activities for Division programs.
Job Responsibilities
1. Serves as Chief Budget Officer for the Division of Rehabilitation Services (DRS).
2. Monitors and reviews the organization and administration of new and existing programs, operations and functions concerned with fiscal monitoring, budget development and tracking, accounting, grants and contracts, federal spending and state matching funds processed for the federally funded DRS programs.
3. Meets with managers regularly to discuss issues and progress regarding budget impact including the implementation of financial and process improvement actions related to the Division’s programs.
4. Serves as full line supervisor.
5. Verifies that materials and information are developed by the DRS Bureaus and submitted to DRS Contract and Fiscal Section to ensure compliance with technical requirements for budget and contract development, execution, and utilization.
6. Maintains and oversees the State Rehabilitation Council budget.
7. Manages, researches, prepares, and verifies annual operating budgets for the program areas.
8. Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
1. Requires knowledge, skill, and mental development equivalent to the completion of four (4) years college with course in business fiscal or accounting.
2. Requires prior experience equivalent to four (4) years of progressively responsible fiscal or accounting experience in a public or private business organization.
Preferred Qualifications (in priority order)
1. Three (3) years of professional experience developing and analyzing multi-program budgets including tracking and projection of spending for a public or private agency.
2. Three (3) years of professional experience working with state and federal rules and regulations relating to state or non-state contracting and procurement.
3. Three (3) years of professional experience preparing and interpreting complex financial and/or budget reports in accessible formats for a wide variety of audiences.
4. Two (2) years professional experience working with program budgets and fiscal related tracking systems and databases to facilitate and assist with administrative alignment with programmatic objectives and service delivery goals.
5. Two (2) years of professional experience interacting with and communicating clearly and tactfully with a wide range of individuals that include that include agency staff, state agency officials, the public, legislators, community service providers, and internal and external stakeholders.
6. One (1) year of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff, and preparing and signing performance evaluations.

position. As a result, the employee should be aware that if offered non-State employment during
State employment or within one year immediately after ending State employment, the employee shall,
prior to accepting any such non-State employment offer, notify the Office of the Executive
Inspector General for the Agencies of the Illinois Governor (“OEIG”) or may be subject to a fine.
Term Appointment:
Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Human Services’s discretion.
