DEFINITION
Under administrative direction, plans, organizes, coordinates and directs the city's comprehensive police services and law enforcement program; provides professional assistance to city management staff in areas of expertise; fosters cooperative working relationships with citizen groups and other agencies on police matters; performs related work as assigned.

DISTINGUISHING CHARACTERISTICS
This position may be assigned overall administrative responsibility for all City activities in the absence of the City Manager.


Examples of Duties

Duties may include, but are not limited to, the following:

Plans and directs all city police functions including patrol, law enforcement, investigation, police communications, community and administrative services. Prepares and recommends long-range plans for city police service programs; develops specific proposals for action on current and future city needs.

Works closely with the City Manager, the City Council, other city departments, a variety of public and private organizations, and citizen groups in developing programs and implementing projects to solve police service problems; represents the city and the Police Department and works closely with citizen groups and public and private officials to provide technical assistance, directly or through subordinate staff.

Directs the preparation and administration of the annual budget for the department.

Coordinates the preparation of a wide variety of reports or presentations for city management or outside agencies.

Directs the selection, supervision and work evaluation of department personnel.

Directs the development of management systems, procedures and standards for program evaluation; monitors developments related to police service matters, evaluates their impact on city operations, and implements policy and procedure improvements.

Typical Qualifications

Knowledge of:
Principles and practices of law enforcement, investigation, patrol, community services, and related police services. Criminal law, codes, ordinances and court interpretations including rights of citizens, apprehension, arrest, search and seizure, and rules of evidence.

Jail and operations standards.

Administrative principles and methods, including goals and objectives development, program development and implementation, work organization and delegation, and employee supervision. Principles and practices of budget development and administration.

Local government organizations and functions as related to public safety.

Skill to:
Plan and direct all city police functions including patrol, law enforcement, investigation, police communications, community and administrative services. Prepare and recommend long-range plans for city police service programs; develop specific proposals for action on current and future city needs.

Analyze complex technical and administrative police service problems, evaluate alternative solutions, and adopt effective courses of action; Exercise sound independent judgement within general policy and administrative guidelines.

Select, motivate and evaluate staff and provide for their training and professional development.

Prepare clear and concise reports, correspondence, and other written materials.

Establish and maintain cooperative working relationships with a variety of citizens, public and private organizations, boards and commissions, and city staff.

EDUCATION AND EXPERIENCE
Any combination equivalent to experience and education that would likely provide the required knowledge and abilities would be qualifying. A typical combination is:

Education:
Equivalent to a Bachelor of Arts degree from a college or university with major coursework in criminology, law enforcement, social science, public administration or a closely related field. A Masters Degree and completion of the P.O.S.T. command college and/or the F.B.I. National Academy is highly desirable.

Experience:
Five years of increasingly responsible police management experience, including one year at the rank of Captain.

LICENSES AND CERTIFICATES:
Possession of an appropriate, valid driver's license from the California Department of Motor Vehicles.

Possession of California P.O.S.T. Advanced Certificate

Possession of a P.O.S.T. Management Certificate is highly desirable and the ability to obtain a California P.O.S.T. Executive Certificate within three years of appointment.

PHYSICAL REQUIREMENTS
Environment: Work is generally performed in a typical office environment, with most time spent sitting, standing or walking. Position may require work outdoors and using body, ear and eye protection. Incumbent may be required to work rotating shifts and assignments, and may work overtime with little or no notice.

Physical: Due to the varied and unpredictable nature of police work, the incumbent may also be required to perform the following: make precise arm-hand positioning movements and maintain static arm-hand position such as when signting and shooting a firearm; hearing and speaking to exchange information and make presentations; climb stairs, ladders and over obstacles; sitting or standing for extended periods of time; bending at the waist, stooping, kneeling or crouching; lifting, carrying, pushing or pulling heavy objects or individuals as assigned by the position.

HIRING PROCEDURE - Applicants must possess the minimum qualifications by the final filing date. Eligible lists are established upon successful completion of the selection process. The candidates must be successful in each part of the testing. To fill each vacancy the hiring department will request names to be certified from the eligible list and will make a selection from this certification list.

CONDITIONAL JOB OFFERS - Conditional job offers are subject to successful completion of a medical drug screen and/or physical. Candidates should not quit or give notice to their current employer until final notification has been awarded by the Human Resources Division.

MEDICAL-DRUG SCREENING – All positions may be subject to a physical or drug screen issued by a qualified medical physician assigned by the Human Resources Division. Under the requirements of the Drug Free Workplace Act of 1988, the City of Lodi has been designated as a drug-free workplace.

APPOINTMENT - At the time of appointment all candidates will be required to execute an oath of allegiance and complete Form I-9 - Employment Eligibility Verification in compliance with the Immigration and Naturalization Act. United States citizenship is not required. All new appointees are required to successfully complete a probationary period of twelve months.

EMPLOYMENT BENEFITS

SALARY - The starting salary is the first rate shown on the job announcement. Advancement to the higher steps of the salary range is based upon merit in accordance with the Salary Ordinance and Rules for Personnel Administration. Eligibility for the first merit increase is effective after 12 months and for additional merit increases after one year intervals until the employee has reached the maximum step.

HOLIDAY, VACATION, SICK, AND ADMINISTRATIVE LEAVE - Holiday - An average of 13 paid holidays per year. Vacation - 2 weeks paid vacation annually, increasing with length of service depending upon the appropriate labor agreement. Sick Leave - 10 days per year depending upon the appropriate labor agreement. Administrative Leave - Management/Mid-Management positions receive 80 hours per fiscal year, and specified professional/technical positions receive 40 hours per fiscal year (Pro-Rated).

HEALTH INSURANCE - Medical, Dental and Vision plans are available for employee and dependents. A portion of the premiums may be the employee's responsibility.

LIFE INSURANCE AND LONG TERM DISABILITY - The City pays the full premium for employee and dependent life insurance, and offers a long-term disability plan that provides up to approximately 2/3 of an employee's salary.

RETIREMENT AND DEFERRED COMPENSATION - The City of Lodi is a member of the Public Employees' Retirement System (P.E.R.S.). Lodi is not a member of the Social Security System except for the required medical contribution. Employees may participate in a 457 Deferred Compensation program.

FLEXIBLE SPENDING ACCOUNT - Employees may participate in a Section 125 Flexible Spending Account.
