We are currently seeking a Collections Software Developer to join our team in Quantico, Virginia (US-VA), United States (US).

Position Responsibilities:

• Provide project leadership and system expertise in the design of collections systems. This requires tracking new systems requirements, tracking the progress of system modifications, documenting design modifications, collaborating with operational and security engineers to maintain accreditations, and providing recommendations to Government on design and maintenance of the processing and delivery system;
• Contribute to system-level design and partitioning in order to optimize overall system performance and reliability;
• Translate detailed design into computer software;
• Test, debug, and refine computer software to produce the required product;
• Prepare both program-level and user-level documentation (with Government direction and/or approval);
• Enhance software to reduce operating times or improve efficiency;
• May provide technical direction to programmers to ensure program deadlines are met;
• Design innovative ways to perform network collections to include exfiltration technologies to respond to dynamic operational needs of court authorized network surveillance under multiple legal authorities;
• Plugin development for collection adapters and advanced protocol filters using LiveAction's capture engine APIs;
• Advanced protocol analysis of documented and undocumented Internet Protocols such as those found in anomalous malware C2 traffic;
• Develop and automate solutions for applying and enforcing additional security requirements such as Multi-Factor Authentication (MFA) on systems and services used to perform network data intercepts;
• Develop and deploy solutions for encryption of collections across distributed sensors;
• Make expert informed design decisions to ensure the success and operational impact of all system components, services, and platforms necessary to support fast moving operational requirements;
• Serve as technical SME, with a detailed understanding of legal requirements regarding collections, to advise Government PM, in conjunction with Office of General Counsel, regarding all aspects of network packet intercepts and surveillance;
• Develop and maintain a collection monitoring platform as an Apache/Nginx Web Service using Javascript, NodeJS, and MySQL. Build RESTFUL APIs to support automated monitoring and reporting by custom Python scripts and Ansible playbooks. Enhance client's collection management User Interface and APIs as needed to adjust to rapidly changing operational network and security requirements.

Basic Qualifications:

• Bachelors of Science (B.S.) or Degree in Computer Science, Computer Engineering, Electrical Engineering, Master of Science Degree in Information Systems, or equivalent combination of education and work experience
• Active Top Secret Clearance required
• Minimum 8 years of technical experience as a developer on host applications and/or embedded processing systems;
• Minimum 5 years of experience in deriving design specifications for functional activities
• Minimum 5 years of technical experience as a developer working on lawful intercept solutions, to include:
  • Minimum 5 years of experience in Windows and/or Linux application and driver development;
  • Minimum 5 years of experience in networking protocols such as TCP/IP and network-based communication protocols, including reverse-engineering of applications; and
  • Minimum 5 years of experience in the use of programming languages such as C, C++, C# and .NET Framework. Experience with scripting languages such as Python, JavaScript, and shell scripting.

Preferred Qualifications:

• Ability to develop, troubleshoot, and test complex software to satisfy design objectives for applicable Government computer equipment
