MassHealth is undergoing a major transformation of its data and analytics capabilities and striving to become a more data driven organization. A key aspect of the data strategy organization will be to develop the strategic vision that will bring new capabilities and tools to the agency. We are striving to move beyond descriptive analytics, into the predictive and prescriptive realm by leveraging advanced analytics and machine learning. We aim to make our processes more efficient through automation. We have recently kicked off a major cloud migration and are working toward empowering our policy makers with self-service analytics capabilities. Our goal is to enable MassHealth to make better use of data to support innovative health care policies and ensure more equitable outcomes for citizens of the Commonwealth.
The Data Strategy team will play a crucial role in helping to set the direction and actively participate in the implementation. We are frequently called upon to bridge the gap between the business and technical teams and work on some of the most critical aspects of health care policy development and implementation.
The Data Strategy Program Manager (PM) will report to the Data Strategy Manager and support Data Strategy efforts. As MassHealth continues to modernize its data infrastructure, the Data Strategy PM will assist in coordinating important financial processes for the Data & Analytics team, manage cross-team analytics projects, and coordinate user onboarding for different analytical products, in addition to other duties as assigned. The PM will serve as an important resource for all of Data & Analytics and must be comfortable performing different roles as projects require. Additionally, the candidate must be extremely well organized with the ability to manage working on multiple projects simultaneously while meeting shifting priorities and deadlines.
This position is aligned with the agency’s commitment to proactively and innovatively address challenges and opportunities posed by changing market forces, regulatory environment, member needs, and value-based care financing and delivery. The Data Strategy PM will provide financial process coordination and program management in support of the transformation of our current infrastructure to produce impactful and actionable data insights to improve the health of MassHealth members and drive value-based healthcare.
Duties and Responsibilities (these duties are a general summary and not all inclusive):
- Project manage MassHealth Data & Analytics financial processes, providing updates for Centers for Medicare & Medicaid Services (CMS) and the Annual IT Capital process
- Serve as the program/project manager for large Data & Analytics projects that require coordination between stakeholders from program teams and multiple Data & Analytics teams
- Support roll-out of analytical tools across MassHealth by supporting key logistical components of the roll-out, including training, user onboarding, and the development of training materials
- Support the executive Data & Analytics prioritization process by working with the data strategy manager to organize meeting materials, coordinate follow-ups, and schedule as-needed meetings
- Attend key Data Strategy meetings and develop meeting minutes that summarize content discussed and next steps
- Assists team members in generating requests for vendors support. Support the process for onboarding and communicating with vendors
- Create timelines for deliverables based on deadlines set by project stakeholders.
- Determine meeting outcomes and follow-ups required
- Recommend project timelines and responsibilities.
- Recommend resolutions to bottlenecks in project completion
- Interact with business teams to collect requirements, discuss findings and provide recommendations
- Assist in the development of new processes and ways of working in support of more efficient data management and operations
- Provide project management support for strategy team efforts and strategic initiatives
- Demonstrate flexibility and adapt to shifting priorities and timelines with a proactive mindset
- Perform other duties as required
Preferred Qualifications:
- Proven Program/Project management capabilities
- Proven ability to create project and program workplans
- Proven ability to run meetings, present in both oral and written format
- Proven ability to clearly articulate project or program needs to accomplish goals
- Experience with financial planning and/or budgeting a plus
- Highly analytical and strong problem solver
- Able to work on multiple projects simultaneously
- Ability to communicate effectively with both business and technical stakeholders
- Extremely well organized
- Strong relationship building capabilities with a focus on partnership
- Have a high willingness learn new subject matter, skills and technologies
- Strong customer service orientation with the ability to understand customer needs
- Knowledge of Microsoft Office Suite of Products, and Project Management tools
- Ability to work in cross-functional teams
- Two to Four years’ experience working as a project manager preferably in a Healthcare or Financial environment
- Prior MassHealth, other MA EHS agency, health plan or provider experience preferred
