Job Description:
The Executive Office seeks an experienced, energetic, and strategic Director of Intergovernmental Affairs to coordinate the agency’s interactions with City, State and Federal offices, including the offices of elected officials and other external stakeholders.
The Director will be responsible for supporting the Commissioner and senior agency leadership to execute a proactive and sustained intergovernmental strategy related to economic development. This includes but is not limited to: overseeing official correspondence, preparing leaders for meetings and City Council hearings, directing the agency’s legislative agenda, coordinating with interagency partners and City Hall on special projects, and ensuring that information about SBS programs is distributed broadly to external partners.

Responsibilities include, but are not limited to:
- Develop and implement the agency’s legislative and policy strategy;
- Build and maintain strong relationships with local elected officials at all levels of government;
- Respond to a wide variety of urgent inquiries from elected officials’ offices and assist with resolving constituent cases;
- Research, draft, and edit legislative and policy memos, briefings, testimony, talking points, correspondence, strategy documents, and other materials as needed;
- Manage and prepare materials for external meetings, including with elected officials, and oversee follow-up as needed;
- Serve as the principal liaison to the Mayor’s Office of Federal, State and City Government Affairs, and represent the Agency at key meetings, events, and activities with partners;
- Analyze legislation and recommend appropriate agency response;
- Supervise the agency’s responses to Point of Agreements in rezoning communities, and other commitments aligned with City Hall priorities;
- Advise the Commissioner, executive office, and other agency leaders on issues involving external stakeholder interests;
- Provide distinct operational support for public outreach campaigns on planning initiatives, including organizing meetings with internal partners in government, elected officials and relevant community groups; and,
- Lead special projects assigned by the Chief of Staff as needed.
Minimum Qual Requirements
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

- Ability to work under pressure against tight deadlines
- Must be able to prioritize and manage an array of projects through to completion
- Ability to actively listen and synthesize the information; communicate effectively with all levels of staff and external contacts
- Strong interpersonal skills and ability to work in team environment
- Ability to handle sensitive and confidential matters
- Excellent research, analytical and problem solving skills required
- Knowledge of Word, PowerPoint, and Excel
- Language skills, a plus
