Posting Summary
Rutgers, The State University of New Jersey, is seeking a Director of HRIS/IT for University Human Resources (UHR). Reporting to the Senior VP of Human Resources, the position is responsible for directing the information technology and computing initiatives in the area of Human Resources. The Director is required to deliver state of the art, strategic and effective planning, implementation and maintenance of UHR information technology, goals, systems, infrastructure, standards, policies and procedures. This position is responsible for providing strategic and advanced expert advice for long-term and short-term computing plans and solutions for Human Resources functions and initiatives.

Among the key duties of this position are the following:
  • Responsible for the functional/technical administration of the Human Resources Information Systems across UHR, along with administering access control for PeopleSoft roles and responsibilities.
  • Develops in depth People data/analytics, reporting and dashboarding to proactively support Manager’s and Senior Leadership’s HR strategy.
  • Responsible for managing special projects as assigned by the Senior VP of Human Resources.
  • Partners with internal/external functional leaders to continuously improve and connect systems to provide a more seamless user experience.
  • Responsible for developing and maintaining procedures and guidelines related to HRIS and HRIT.
  • Delivers computing solutions for Human Resources function within tight deadlines and with limited resources.
  • Partners with the Office of Information Technology (OIT) for guidance and assistance with PeopleSoft technical assistance, business intelligence and virtual server support.
  • Audits entry into the HRIT system and supports HR to ensure accuracy and increase efficiency.
  • Implements audit control steps to ensure data integrity and compliance with established standards.
  • Manages hardware and software usage in UHR.
  • Manages staff who performs analytical, technical, and administrative work to plan, design, and install networked and stand-alone computer systems.
  • Develops procedures and guidelines on equipment maintenance and maintaining data and software security.
  • Works closely with all areas of UHR to find the best solutions and efficient ways to streamline system processes.

Qualifications

Minimum Education and Experience
  • Bachelor’s degree or an equivalent combination of education and/or experience.
  • A minimum of seven years of progressively responsible experience in the management and operations of computing systems and database administration.

Certifications/Licenses

Required Knowledge, Skills, and Abilities
  • Experience with Windows applications, distributed systems programming, database administration, networking concepts and IT security.
  • A demonstrated ability to manage a large-scale multi-platform operation supporting client/server and web-based applications is needed.
  • Strong operational support leader and a proven leader and builder of high-performance teams.
  • Excellent interpersonal skills to communicate with all levels of management and employees.
  • Excellent interpersonal, organizational, and communication skills are required as well.
  • Experience with mainframe, Oracle Database Design, transaction processing, data warehousing, query and reporting tools is desired.
  • Strong detailed and conceptual thinking skills to analyze complex problems and propose solutions despite technical and operational constraints.
  • Ensure system compliance with data security and data privacy requirements.

Preferred Qualifications
  • Project management experience is a plus.
  • Experience using any reporting and analytics platforms is desirable.
