Scope of Work
Organizational Overview:
The SEIU Healthcare 1199NW Multi-Employer Training Fund (Training Fund) is a non-profit, labor/management partnership between eight major healthcare employers and the largest healthcare union in Washington State. The Training Fund was formed in 2008 and is a statewide program that addresses the workforce needs of participating employers and supports the career, knowledge, and skill aspirations of SEIU Healthcare 1199NW members. The Training Fund is the sponsor of the state-registered Health Care Apprenticeship Consortium (HCAC) and of the Virtual Healthcare Institute (VHI) serving a range of regional employers, unions, union members, and student candidates.
Position Overview:
The Director of Human Resources is responsible for leadership services related to developing and executing human resource strategy in support of the overall business plan and strategic direction of the organization, specifically in the areas of succession planning, talent management, change management, organizational and performance management, training and development, antiracism efforts and compensation. The Director provides strategic leadership as a member of the leadership team.
The Human Resource Director will also lead and direct the routine functions of the Human Resources (HR) department including hiring and interviewing staff, administering pay, benefits, and leave, and enforcing company policies and practices.
Supervisory Responsibilities:
If further HR staff were to be hired as the organization continues to grow:
- Oversee the scheduling, assignments, and daily workflow of subordinate staff in the department.
- Recruits, interviews, hires, and trains new staff in the department.
- Provides constructive and timely performance evaluations.
- Handles discipline and termination of employees in accordance with company policy.

Essential Job Functions:

Director of Human Resources’ work shall include, but is not limited to the following:
- Partners with the leadership team to understand and execute the organization’s human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.
- Identifies key performance indicators for the organization’s human resource and talent management functions; assesses the organization’s success and market competitiveness based on these metrics.
- Reviews, tracks, and documents compliance with mandatory and non-mandatory training, continuing education, and work assessments. This may include safety training, anti-harassment training, professional licensure, and aptitude exams and certifications.
- Recruits, interviews, and facilitates the hiring of qualified job applicants for open positions; collaborates with departmental managers to understand skills and competencies required for openings.
- Conducts or acquires background checks and employee eligibility verifications.
- Implements new hire orientation and employee recognition programs.
- Performs routine tasks required to administer and execute human resource programs including but not limited to compensation (including step increases), benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
- Provides support and guidance to management, and other staff when complex, specialized, and sensitive questions and issues arise.
- Oversees employee disciplinary meetings, terminations, and investigations.
- Creates learning and development programs and initiatives that provide internal development opportunities for employees.
- Manages the budget for the human resource department.
- Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
- Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
- Performs other duties as assigned.
Required Skills and Experience:
- A minimum of 8 years of HR experience, with at least two years of executive HR experience
- SHRM Senior Certified Professional (SHRM-SCP) or SHRM Certified Professional (SHRM-CP) certification preferred.
- Support labor (SEIU Healthcare 1199NW) and management perspectives in your work at the Training Fund;
- Experience working with multiple stakeholders including government, education, community-based organizations, labor and private sector;
- Ability to work with and advance engagement with labor unions and staff and to collaborate effectively in labor/management settings.
- Excellent verbal and written communication skills
- Excellent interpersonal, negotiation, and conflict resolution skills
- Excellent organizational skills and attention to detail
- Excellent time management skills with a proven ability to meet deadlines
- Ability to prioritize tasks and to delegate them when appropriate

- Proficient with Microsoft Office Suite or related software
- Proficiency with or the ability to quickly learn the organization’s HRIS and talent management systems.

- Valid Washington State Driver License and access to a reliable insured vehicle; ability to travel as needed
- Successful completion of background check is required
- COVID full vaccination shot documentation required or proof of meeting state or federal law, including medical disability under the Americans with Disabilities Act (ADA) guidelines for not being vaccinated
Preferred Skills and Experience:
- Knowledge and experience supporting education or workforce training programs
- Experience in a union or labor/management environment or an understanding of unions and ability to work in labor/management settings
- Experience with current organizational software: Salesforce, Teams, Monday.com, and Microsoft Office (Outlook, Word, Excel, and PowerPoint)
- Bilingual skills preferred
Educational Requirements:
- BS/BA degree from an accredited college/university; MBA or MA/MS in human resources or related field preferred.
- Additional or alternate educate or experience considered
Compensation:
- Annual salary: $95,000 – $100,000 DOE
- Competitive compensation and benefit package, including retirement benefit with employer contribution, and health and dental insurance
- 1.0 FTE, Exempt position
