Where You Will Work

As the Division Chief for Platform and Enterprise Services, responsible for the delivery of the enterprise platform, CI/CD pipelines, enterprise tools and enterprise managed services used by all the GED SPOs and NRO for modern software development, integration, testing and delivery to operations. This position also has PM and acquisition authority, managing IDIQ contract vehicles and task orders providing development and engineering support to GED and NRO Mission SPOs/customers to include COMM, AS&T GEOINT. Part of GED’s objectives for FGA 2.0 are to consolidate and expand use of common/enterprise services and a single platform/tools and data layer by all of the GED Mission Systems and SPOs. EDAP is the single service provider for all of GED, delivering these services, platform, data layer and tools. EDAP is at the forefront and a key enabler for rapid delivery and deployment of these capabilities and is using a series of high value IDIQ contract vehicles, as well as leveraging technical innovation to accomplish this. This position is expected to provide senior program management support and execution (deliverables, cost, schedule and performance), as well as the ability to communicate and collaborate the performance and delivery of EDAP enterprise services across IDIQ contract vehicles, Mission SPOs and customers due to the interdependence of investments by EDAP and GED SPOs and the diverse mission requirements EDAP is delivering against.. Incumbent will also play a major role in the technical planning/roadmap of enterprise services and tools, acquisition planning, development of acquisition strategies and award/execution of follow-on IDIQ contract vehicles as GED IDIQ vehicles are rapidly re-competed (every 3-5 years).

What You Will Be Doing

  • Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters. Selects candidates for subordinate non-supervisory positions and recommends selections for subordinate supervisory positions taking into consideration skills and qualifications, mission requirement s, and EEO and diversity objectives. Ensures reasonable equity among units of performance standards developed, modified, and/or interpreted and rating techniques developed by subordinate supervisors. Explains performance expectations to subordinate supervisors and employees directly supervised and provides regular feedback on strengths and weaknesses. Appraises performance of subordinate supervisors and other employees directly supervised and serves as reviewing official on evaluation of non-supervisory employees rated by subordinate supervisors. Approves expenses comparable to within-grade increases, extensive overtime, and employee travel. Recommends awards for non-supervisory personnel and changes in position classification to higher-level managers. Hears and resolves group grievances and employee complaints referred by subordinate super visors and employees. Initiates action to correct performance or conduct problems of employees directly supervised and reviews and/or approves serious disciplinary actions (e.g. suspensions, removals) involving non-supervisory subordinates. Ensures documentation prepared to support actions is proper and complete. Reviews developmental needs of subordinate supervisors and non-supervisory employees and makes decisions on non-routine, costly or controversial training needs and/or requests for unit employees.
  • Encourages self-development. Approves leave for subordinate supervisors and ensures adequate coverage in organization through peak workloads and traditional holiday vacation time. Adheres to the tenants of the NRO Directive (ND) 80-3, Equal Employment Opportunity and Diversity Management.
  • Specifically as a senior program manager, this position is designated to serves as senior technical representative at high-level conferences and meetings with representatives from the Department of Defense (DoD), other Intelligence Community (IC) partners, military services and agencies, and private industry. Has the authority to commit resources utilizing laws, principles, policies, and practices of systems acquisition and program management.
  • Monitors contract progress and expenditures against plans, provides necessary statistical data to management and provides strong oversight , guidance , direction, and leadership for teams of acquisition professionals to include military, civil service, SETA and FFRDC contractors developing and implementing NRO project/program requirements. Makes decisions and executes and/or directs actions exploring, reconciling, and resolving major uncertainties, unique situations, obscure problems, or conflicting objectives typically resulting from the abstract nature of the concepts or the existence of serious conflicts among scientific requirements, technological developments, standards, program direction, and administrative requirements.
  • Evaluates the value and applicability of new or improved technology, strategies, trends, or applications.
  • Interacts with the NRO user community with respect to system and/or operational requirements.
  • Assesses project and program effectiveness for cost, schedule, performance.
  • Develops or reviews criteria, procedures, or instructions for a particular functional or specialized area.
  • Provides recommendations on problems, conditions, programs, and functions to a broad customer base.
  • Provides expertise and advice on program planning and policy-making functions covering a broad range of engineering, architecture, or scientific programs and Plans, develops, advises on, and implements crucial projects and/or segments of NRO programs, projects, or activities.
  • Establishes and revises policies, procedure s, mission objectives, and organization design for staff to eliminate work barriers to mission accomplishment.
  • Creates budget estimates based on sound requirements generation required for budget development.
  • Manages and assesses progress in assigned projects/programs, including cost, schedule, and performance supporting baseline requirements, by applying program management methods and procedures.
  • Develops, executes, and monitors risk management strategies to address areas of concern or potential gaps.
  • Plans, organizes, and coordinates activities with functional specialists, including contracting, engineering , manufacturing, program controls, configuration/data management, test, logistics and operations support. Continually studies, reviews and evaluates program progress.
  • Synthesizes system requirements into appropriate acquisition specifications. Develops acquisition strategies to meet program objectives. Provides input in source se lection and assesses contractor performance during all acquisition phases, including operations.
  • Oversees proper flow down of requirements and verification methods.
  • Works closely and substantially with program Contracting Officer's Technical Representatives (COTRs) and prime contractors to provide leadership and ensure program objectives are achieved within stringent cost, schedule, and technical performance requirements.
  • Provides authoritative recommendations, briefings, and other formal and informal feedback and status to management on all aspects of program status, contractor technical performance and for all significant decision points.
  • Provides leader ship to cross-functional teams and project managers across the organization to ensure that programs are managed within ideal framework, timelines, and budgets. In his/her capacity, the employee is responsible for directing , approving, and making changes in operational work to ensure optimal results and is responsible to plan for and make changes in the organization of work performed to achieve efficient and economical op rations. Is responsible for the technical quality of work performed for the organizational effort managed. Plans work schedules and sequence of operations, revises work schedules to meet changes in workload, and gives special instructions on difficult or different operations.
  • Solves systemic management problems of major significance through staff coordination and meetings with the NRO leadership. Participates in internal and external meetings and conferences, and for complex and critical fiscal and programming negotiations. Represents the Command at top-level events. Prepares, reviews, and provides guidance in the preparation of briefings, workshops, conferences, and seminars.
  • Determines whether contractor-performed work meets standards of adequacy before authorizing payment.
  • Secures classified information in accordance with E.O. 13526.
  • Performs other duties as assigned.

What You Need

  • Knowledge, Skills, Abilities/Competencies:
  • Expertise and skill in applying the knowledge of rules, regulations, policies, principles and practices of human resource management to assigned staff.
  • Mastery of management and executive knowledge and ability to the extent the experience demonstrates specialization in areas such as program management, resource management and/or financial management, and intelligence operations. The magnitude, criticality, and multifaceted nature of mission support for the NRO require the incumbent to exercise an extraordinarily high level of managerial competence and functional expertise and to demonstrate mature leadership skills.
  • Expert and detailed knowledge of management and leadership theory and practice, with the demonstrated ability to apply management theory (including experimental theory) to resolve issues, recommend policy and solve problems not susceptible to treatment by accepted methods ; and to make decisions or recommendations significantly changing, interpreting, or developing important policies and programs.
  • Expert knowledge of contracts, techniques for contracting, and contract negotiation is a requirement of this position as this level.
  • Proven program management experience delivering infrastructure, platform services and tools, data services and layers, and capabilities supporting multi-million dollar Major Systems Acquisitions and Special Interest Acquisitions.
  • Mastery knowledge of DoD/IC acquisition functions and requirements generation, program and project management and technical management/insertion techniques.
  • Expert in the preparation of requirements documentation for acquisitions to include Acquisition Strategy Document (ASD), Business Case Analysis (BCA), Acquisition Plans (AP) and Source Selection Plans (SSP) and other similar documentation.
  • In-depth experience communicating with all levels of personnel in order to represent the organization in interagency forums, lead and participate in planning sessions and working groups, and present briefings. The position requires excellent communication, negotiation, and leadership skills.
  • Extensive experience in developing and preparing written policies, procedures and SOPs.

Desired Qualifications

  • Advanced degree from an accredited university in business management, economics, engineering, science, or other related disciplines. Extensive knowledge and background in NRO acquisitions and of IC and DoD acquisition policy and management.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position as described above. 2023 salary range for the Washington, DC area:

GG-14: $132,368 - $172,075

GG-15: $155,700 – $183,500

**This position is a Senior level DCIPS position. The NRO is accepting applications from U.S. Citizens and current federal government employees for this position. To qualify for the position, federal government employees MUST currently be at the GG-14 or GG-15 grade and may ONLY apply for a lateral reassignment at their current grade level and step. Trial Period

All new DCIPS employees will be required to serve a 2-year trial period.
